Business Development Manager - Horn of Africa

  • Support the AP team in the Horn in defining its strategy and developing new business in line with strategy
  • Contribute to the development of country-specific and regional strategies for the Horn of Africa, programme business planning and annual planning;
  • Support the Country Coordinator for Kenya and Somalia and the Senior Advisor for the AU in Addis to define programming priorities;
  • Participate in AP strategic decision making about programme development in the Horn;
  • Represent Alert with key stakeholdres and donors in the region in order to establish Alert as a credible partner, advocate for specific peacebuilding programming and outcomes, and develop new funding opportunities.
  • Support the AP team in building a healthy and sustainable funding portfolio
  • Proactively identify ways to expand and diversify the portfolio of AP’s sources of funding in line with AP strategy and business plan including commercial contracting;
  • Identify opportunities for external consultancies for senior AP staff as appropriate and agreed with AP manager;
  • Support country-specific and regional donor engagement and provide input to country fundraising plans in line with AP and country strategies and with AP business plan;
  • Contribute ideas, text, and editing and budgeting services to programme proposals and as necessary lead on proposal development;
  • Submit concept papers and proposals to donors, and follow-up with donors to monitor progress and to answer questions and provide amendments as necessary;
  • Track donor and commercial contract agency opportunities (both through desk-based research and in-country meetings) and identify new opportunities outside direct grant funding (e.g. commercial contracts, sub-grantee or consortium partnerships);
  • Conduct and assist in the negotiations of donor contracts as well as commercial contractors – within parameters agreed with programme managers;
  • In grant budgets and contract negotiations, help programme colleagues ensure that all project costs and overheads are recovered (including co-finance requirements), that Alert systems are capable of generating the compliance information required, and that Alert’s best interests are represented.
  • Supervise timely compliance with contractual agreements specifically in relation to reporting and evaluations.
  • Support the AP team in strengthening its Design, Monitoring & Evaluation (DM&E) systems and to demonstrate best practice in DM&E
  • Provide technical advice on design, monitoring and evaluation to country programme teams, including development of results frameworks with appropriate indicators and project-level monitoring frameworks at proposal development stage;
  • Build knowledge and skills on DM&E within the AP team by providing trainings to country teams on DM&E;
  • Provide technical advice on M&E systems and frameworks and regular backstopping to in-country focal points on DM&E;
  • Support country programmes to establish appropriate monitoring systems at both project and programme level;
  • Manage, coordinate and occasionally participate in internal evaluations;
  • Monitor the quality and progress of Programme DM&E and learning.
  • Provide manmagement support to programmes in the Horn and the AP as a whole as a senior member of the team
  • Provide programme management leadership and/or support as necessary specifically in Kenya/Somalia and for projects targeting the AU and regional instiutions;
· Ensure high quality and timely internal and external reporting;
  • Develop and nurture excellent working relationships across the AP working closely in particular with: the Kenya and Somalia Country Coordinator, the Senir Advisor on the AU, the SPDFAOs and Regional Managers for West Africa and the Great Lakes, the AP manager and and the Head of Operations and Development;
  • Contribute to the promotion of collaborative cross-organisational relationships, e.g. by bringing colleagues from different programmes together on project design and evaluation processes;
  • Take part in organisational initiatives – task forces, steering groups, etc. – and contribute ideas and suggestions more generally when opportunity and need allow;
  • Contribute to team-wide communications and knowledge management, and participate in organisation-wide events and discussions on related topics/projects;
  • Undertake other tasks reasonably expected of her/him.
  • As a member of the Alert cross-organisational PDFA team, contribute to Alert’s systems, best practice and learning in programme development and impact assessment
  • Be responsive to the leadership provided by the Head of Programme Design, Fundraising and Assessment, and play a proactive role as a member of the PDFA team, including participation and input to monthly meetings;
  • Work jointly on cross-organisation DM&E initiatives including development of evaluation and other guidelines, centralisation of DME and fundraising/commercial contracting systems and knowledge management processes;
  • Share best practices in DM&E with the wider team from the AP programme teams;
  • Share donor and commercial agency intelligence, help coordinate donor engagement and proposal submission and build collaboration between programmes on joint programming;
  • Stay alert to organisation-wide funding opportunities, and support negotiation of consortium and framework agreement partnerships, as necessary;
  • Take part in project design or evaluation process for other Alert programmes, or for cross-organisational projects, from time to time as agreed;
  • Provide data from proposals and concept papers regularly, for the purposes of maintaining the organisational funding pipeline, PROMPT database and individual programme funding pipelines.
