Dimensions of Role:
MIS Specialist: This positon, reporting to the M&E Specialist and based in Nairobi, will be responsible for leading the MIS scope of work that includes creating, overseeing and developing the OVC project’s strategic and operational data and its systems for recording, analyzing, retrieval and evaluation. The MIS Specialist will lead the integration of OVC databases and sub-systems into a robust OVC Management System that links seamlessly with the national Child Protection Management Information System (CPMIS) in order to effectively monitor improvement in expected outcomes and impacts OVC, caregivers and Households.
Key Result Areas:
Leadership
§ Provide strategic leadership and technology vision for the OVC project’s ICT integration.
§ Responsible for leading the ICT technical approach across all results areas
§ Represent Plan Kenya before both national and county MIS technical working groups.
§ Establish and maintain a productive relationships with key stakeholders, including national and county government officials, NGOs and community groups for smooth implementation
§ Work collaboratively with other project team members to ensure necessary program planning, development, resource availability and management activities function smoothly and efficiently
§ Become the go-to person for MIS and data technology needs definition, user support and troubleshooting.
§ Participate in project review and planning meetings
§ Support the Learning & Knowledge Management Advisor in documenting best practices and shared learning
Management
§ Lead the assessment of the existing OVC Management Information system, to identify gaps, strengths and opportunities for targeted enhancement.
§ Design and manage a robust OVC project MIS that allows for maintenance and review of highly complex data, generation of solutions through real-time data analysis and reporting.
§ Implement, administer and provide oversight to all OVC project’s Management Information Systems, including regular system performance review, introduction and evaluation of new technological innovations.
§ Develop and implement MIS capacity building strategy using evidence-based tools, protocols, SOPS and User Manuals for OVC MIS users and managers, assisting them to understand and use data and set targets.
§ Together with the M&E Advisor, lead the design of an effective strategy for production of clear, concise and accurate information to support decision-making among the senior leaders, managers and SDPs for improvement of project performance.
§ Maintain tracking systems for all service provision data for OVCs, care givers and households within the project’s zone of influence, disaggregated by age, gender, service provider and geographical area among other categories.
§ Establish a mechanism for maintaining data sets for all evaluations and research studies and use these for further analysis.
§ Track and present project indicator findings to project teams for strengthening project implementation and performance.
§ Provide technical support to project advocacy agenda by generating evidence-based reports
§ Manage external stakeholders to ensure efficient and accurate exchange of information.
§ Technical support on MIS/M&E to all national and county level knowledge management and learning agenda point persons.
§ Record and report on overall project deliverables and milestones, including presenting that information to the senior project management team in the form of meetings, presentations, quarterly and annual reports including fact sheet from the MIS.
§ Contribute to timely, accurate and appropriate reporting of program activities and results to the donor, including progress reports, and annual reports
§ Develop and implement data quality standards for all monitoring and evaluation activities and provide necessary mentoring to project and LIP M&E staff.
Key Requirements to Achieve Role’s Objectives:
Education, Knowledge & Experience:
§ A bachelor’s degree in computer science or similar technology graduate degree with post-graduate level training preferred
§ A minimum of 8+ years of senior level experience in conceptualizing, designing and implementing robust Management Information System in social and development projects with specific focus on OVC and Child Protection.
§ Demonstrated experience in complex project data needs, data handling and use of data analysis technologies including software packages such as SPSS, STATA, SAS in addition to knowledge of MS Access, PowerPoint and Excel.
§ Ability to objectively analyze complex data primary and secondary data and present it in simple understandable information for diverse audience.
§ Project work experience with open source technology, social media, online community portals, mobile technology, and on/off connectivity solutions.
§ Experience working with Government of Kenya and bilateral/multi-lateral donor agencies, preferably USAID/USG funded projects.
§ A team player with demonstrated ability to train and build capacity of others as well as being experienced in contributing to knowledge generation and project learning agenda among partners including government structures.
§ Excellent interpersonal, facilitation, writing, and oral presentation skills
§ Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
