TERMS OF REFERENCE FOR COMMUNITY TRAINERS
**
1. BACKGROUND
The Pastoralist Resilience Consortium consisting of Global Peace and Prosperity Initiative (GLOPPI) Regional Centre for Pastoralist Elders (RCPE), and GTDO implement IGAD funded pastoralists’ Security and Resilience through diversified Livelihoods and Institutional Strengthening Project/Project (EPASREDILIS) in Isiolo, Baringo and Tana-River Counties of Kenya.
This project focuses on addressing the worsening pastoralists’ livelihoods; the declining traditional conflict resolution mechanisms and the increasing natural resources induced conflicts by strengthening pastoralists’ institutions; and the increasing demand for alternative energy sources to reduce deforestation. The project will diversify the pastoralists’ livelihoods; strengthen the capacity of the pastoralists to resolve conflicts by reviving the traditional conflict resolution mechanisms; and will systematically advocate to the county and national governments to increase the investment and access to social services in the marginalized pastoralists’ communities. Empowering the pastoralist communities through strengthening of pastoralists’ institutions is the centre of the project in order to realize pastoralists’ development needs, reduce their vulnerability and enhance their resilience.
As part of the project strategy of strengthening the capacity of pastoralist associations to resolve conflicts; manage natural resources; advocate for their rights and to manage their community development initiatives; the consortium would like to hire the services of firms or individual trainers who are dynamic energetic, skilled and experienced community training professionals. The trainers will report to project manager based in Isiolo and Baringo counties of Kenya. The trainers will train pastoralist associations (PAs) or community based organizations (CBOs) in the specified areas mentioned below:
- Management and leadership of pastoralist associations (Pas) or Community Based Organizations (CBOs).
- Community based project development and management
- Advocacy, county governance and advocacy strategy
- Conflict transformation and peace building (natural resource based conflicts)
- Business training (rural business/enterprise training) for livelihood beneficiaries and supporting and conduct viability/feasibility of the proposed rural enterprises
These will be a serious of trainings which will be simultaneously conducted in at least two of the three counties mentioned above. The duration of each of the trainings is expected to take two to three days. However this is flexible and can be agreed upon if change is needed. The overall duration of the consultancy will be three to four weeks which will be finalised on 15th June 2016. The applicants must be able to take up the position within one week. The applicants can apply for a specific training in which they have the required expertise or can apply for all the trainings if they have the capacity and resources to conduct the trainings simultaneously in at least two of the three counties.
2. MAIN TASKS OF THE TRAINERS:
· Develop training manuals and training methodology share with the team
· Develop the training materials, handouts and audiovisual aids if necessary and share with the team to incorporate the team’s input
· Organize the training and conduct the training in a participatory approach in each of the three counties
· Monitor and evaluate the training and participants’ learning progress
· Write the training reports
3. QUALIFICATIONS/COMPETENCIES AND EXPERIENCE:
v Knowledge and 5 years experience in applying adult learning principles
v At least 5 years training experience in training community based organizations or institutions preferably in pastoralist areas.
v At least 5 years experience in conducting participatory training needs assessment, developing relevant training materials, organizing, facilitating and monitoring and evaluating training and writing training reports (training cycle).
v At least 5 years’ experience in organizational development and management.
v MA and/or MSC in relevant fields. These include Agriculture, Veterinary, Livelihoods, Conflict studies, business management, procurement, human resource, financial management, National Resource Management, Rural Development, Community development etc.
v At least 5 years experience in conducting feasibility/viability of rural business enterprises (this is applicable to the business management trainer who may be interested after the training to work in evaluating the rural business plans proposed by the beneficiaries to complete the training process).
v At least 5 years experience in managing livelihoods, peace building, and institutional capacity building projects.
v Excellent report and proposal writing skills.
v Experience in working with pastoralist communities and in Arid and semi-arid lands preferably from Baringo, Isiolo and Tana-River.
v Excellent communications and facilitation skills
v Commitment to the consortiums’ vision, mission and values.
v Fluency in English required and local languages in target countries highly preferred.
v Willingness and ability to travel to remote areas
v Must be Kenyan and a person with high level of integrity, transparency and accountability.
