GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.
The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide. MSF OCBA is one of those directorates. The operations are implemented by 41 field teams and 20 mission coordination teams and organizational units based in Barcelona, Athens, Nairobi and Buenos Aires. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Logistics Department
JOB CONTEXT AND GENERAL OBJECTIVE
Within the Logistics Department, hierarchically and functionally accountable to the Terpo in charge of Transport, M.I.O.’s main objective is to support the deployment and implementation of policies, strategies and procedures of the organisations relating to the mechanics and vehicle fleet management areas. This implementation will be directly undertaken taking into consideration the adjustments and corrections previously agreed with his/her line manager, and through the training of MSF logisticians, mechanics and drivers.
S/he works in close collaboration with the reference officer for the transport area and with the Logistics Coordinators, to whom s/he is accountable while in their respective missions.

MAIN TASKS AND RESPONSIBILITIES
- Evaluate the implementation of OCBA’s mechanics and vehicle fleet management policies, strategies and procedures.
- Train MSF mechanics and drivers in maintenance and repair of the MSF vehicle fleet (vehicles, motorcycles, generators, motor pumps and outboard engines)
- Train the person in charge of the garage, the Log-Admins and if possible the Logistics Coordinator, in vehicle fleet management, mechanics and spare parts and consumables management.
- Hands on mechanical interventions when needed.
- Assess the general situation of garages, propose and implement modifications to improve general management, tool follow-up and security and safety regulations at the work place.
- Identify the needs in terms of additional tools for the person in charge of the garage and the drivers
- Prepare spare parts orders combining mission needs and technical criteria towards a given strategy when needed.
- Participate in the preparation of procedures and strategies.
- Participate in trainings and field sharing information events as facilitator if needed.
- Be proactive on advising and implementing innovative actions oriented to operational improvements.
- Communicate with stakeholders (Other sections, other organizations…etc.) in the field to be attentive to options.
- Assess local suppliers of spare parts
- Assess fuel and oil supplier.
- Assess the need to keep a buffer stock of fuel at the base or at the counterparts’ warehouses and ensure good storage management.
- Assess disposal and recycling possibilities at field level.
- Prepare a Visit Report after each field visit.
SELECTION CRITERIA
Education and Experience
- Mechanics including 4WD. Trucks will be an asset.
- Training in vehicle management will be considered a plus
- Consolidated experience in complex contexts
- Experience in personnel management
- Languages: English essential, French an asset and Spanish will be considered a plus
- Work experience in humanitarian organisations will be an asset.
- IT knowledge as a user
- Driving license a must

- Availability to travel abroad about 80% if his/her time and flexibility in terms of working hours (need to work some weekends)
CONDITIONS
· Based in the field with frequent travelling and supervisions to the projects (minimum 80 % of his/her working time)
· Full time job
· Annual gross salary: 26,925.00 Euros (divided into 12 months payments) + secondary benefits based on MSF OCBA Reward Policy
· Practical working conditions while in the field are as per the MSF-OCBA guideline.
· Starting date: Immediately
