Horumarinta Elmiga (HE) project implemented by SCI led consortium aims to support the capacity and operation of the higher education institutions in Somaliland through direct support the National Commission of Higher Education (NCHE) and DHE and Universities:As the main governing body for other higher education institutions the NCHE are charged with the overall responsibility for overseeing the development of higher education, including coordination, providing guidelines and information sharing for all matters that of higher education. These institutions are still in their formative stages, and require full support and access to relevant document such as policies, guidelines, selection criteria, accreditation, and standards among other information to fully operate.
This TOR is meant to facilitate the development of an information sharing tool (Website) that will be accessible to all higher education institutions and provide them with all relevant information while acting as a communication tool for NCHE.
