Post Title: Senior Human Resources Officer
Grade: P3

Supervisor: Chief Administrative Officer (CAO)
2. MAJOR DUTIES AND RESPONSIBILITIES:
The Senior Human Resources Officer will work under the supervision of the Chief Administrative Officer (CAO) and will be responsible for the following duties: note, these duties are generic.
Personnel Management
- Under the supervision of the Chief Administrative Officer (CAO), the incumbent is responsible for the daily operations of the Personnel section to ensure the operational systems, policies, guidelines and SOPs are in place.
- Also acts as a certifying officer. Undertake personnel tasks, such as, developing and managing the organizational chart, staffing table, vacancy rate, recruitment, and personnel administration.
- Ascertain staffing requirements and submits staffing proposal for approval and submission to AU-HR to commence the recruitment. Develop HR activities, action plans and a timeline for delivery.
- Ensure troop numbers are regularly monitored for accuracy of data for troop payments on time.
- Provide authoritative advice and guidance, personnel rules, practices and procedures.
- Monitors and evaluates the effectiveness of related guidelines and recommends revisions to AU-HQ, where necessary.
- Plan, organize and coordinate with relevant Divisions, sections and manages the mission HR issues to ensure the integrated functions are effectively delivered for staff and management in accordance with the given timelines.
- Determines and advises on benefits and entitlements for staff on the basis of their contractual status.
- Advises and counsel staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and conditions of service.
- Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures.
Personnel Mandate Actions
- Coordinates quarterly meetings with Head of Mission and Section Heads to review progress made on the achievements of goals and mandate.
- Supports the Head of Mission in the implementation of performance appraisal and monitor compliance with the proper implementation of the performance management.
- Organize training, orientation programmes in performance in performance management and supervisory skills.
- Guide the substantive and mission support components to develop Service Section, Unit and individual work plans.
- Ensure full compliance of appraisals in due time.

4. Educational Qualifications and Work Experience
Candidates must have a University Masters Degree in personnel management or human resource mangemrnt . Higher qualification will be added advantage. Candidates must have eight (8) years of progressively Professional experience in personnel management .International work experience will be added advantage . Experience in peacekeeping will be added advantage.
5. Other Relevant Skills:
- Excellent interpersonal and communication skills;
- Good knowledge of the workings of international organisations;
- Capacity to work under pressure and in a multicultural environment;
- Excellent computer literacy Experience Microsoft office applications
- Good planning and organisational skills
6. Language Requirement:
Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage.
7. TENURE OF APPOINTMENTS
The appointment will be made on a fixed-term contract for a period of One (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract could be renewable subject to satisfactory performance and fund availability. .

9. REMUNERATION:
The salary attached to the position is an annual lump-sum of US$ 84,477.46 inclusive of all allowances for internationally recruited staff, and US$ 70,613.43 inclusive of all allowances for locally recruited staff
