Job Description
Function:
You will provide overall leadership and management for all Heifer Kenya Programs including leading the planning, design, development, implementation, monitoring and evaluation of the country programs and ensuring the quality of projects, implementation, donor reporting, and field level management is of the highest standards. The programmes manager enforces quality assurance with all projects being implemented by Heifer International in Kenya
Responsibilities:
Reporting to the Country Director, you will:
- Assume overall responsibility for the management of all Heifer Kenya programs and provide line management support to all Project Coordinators
- Support all project teams to develop, review and update annual budgets and work plans consistent with project documents and donor contracts.
- In coordination with the finance department undertake quarterly budget monitoring and variance analysis with all project coordinators and support the projects in reviewing and tracking spending to adhere to annual budgets.
- Review regular quarterly, semi- and annual reports from the project coordinators and donor reports from field teams to ensure they comply with requirements of quality reporting and timeliness.
- Provide leadership to the programme development work with all the regional teams to grow and develop Heifer Kenya's programmes portfolio.
- Support Heifer Kenya's fundraising work through background information gathering, Concept Development and proposal development.
- With the support of the Monitoring and Evaluation Officer ensure all projects maintain comprehensive monitoring and evaluation system that complies with Heifer International PM& E guidelines.
Required Skills
Minimum requirements
- Degree in Rural Development, Project Planning and Management, Agriculture, Agribusiness and Animal Science and other relevant qualification plus post graduate qualifications in a relevant professional discipline.
- 7 years relevant experience in programme management, extension and community development work, with minimum of 4 years at a supervisory/ managerial level.
- Thorough knowledge of programming processes, systems and principles, and the ability to provide leadership and support to staff working at community level.
- Solid knowledge and foundation in proposal development and of the project management cycle.
- Sound knowledge of value chain development on various agricultural commodities and sectors
- Sound understanding of integrated development issues and critical analysis of the root causes of poverty in Kenya.
- Knowledge of development issues, trends, challenges and opportunities and implications to community development.
- Demonstrated knowledge of strategic planning processes.
