UNAIDS JPO - Programme Officer

The UNAIDS Country Office for Kenya operates within the UN Resident Coordinator system to support the work of the UN Country Team (UNCT), “Delivering as One” in the area of HIV and AIDS and related areas. The primary role of the UNAIDS Country Office is to facilitate a coordinated UN system support to the national AIDS response, through the efficient and effective functioning of the UN Joint Team on AIDS which brings together 18 UN Agencies towards the timely implementation of the UN-Kenya Joint Programme on HIV and AIDS. UNAIDS also works to support Kenya in fast tracking the ending of AIDS at national and county level with a focus on leaving no one behind. UNAIDS engages a broad-range of partners to respond effectively in ways that capitalize on synergies and upholds the principles of human rights and gender equality and diversity.
The JPO will support work on key populations, and sexual and reproductive health and rights as part of the UN-Kenya Joint Programme on HIV and AIDS at national and county level in support of “Delivering as One”, and as part of fast tracking the AIDS response in Kenya.
Responsibility 1: Support work on key populations, and sexual and reproductive health and rights as part of the UN-Kenya Joint Programme on HIV and AIDS.
  • Assist the Joint Programme on HIV and AIDS with accelerating and monitoring a coordinated response to address the vulnerabilities faced by key populations, particularly in Nairobi and other high burden counties.
  • Assist the Joint Programme on HIV and AIDS with accelerating and monitoring a coordinated response to address the HIV and SRHR vulnerabilities faced by young people, in particular girls and young women.
Responsibility 2: Fostering Partnerships and Collaboration
  • Assist the Joint Programme to work closely with government and CSOs partners at national and county levels in undertaking focused and innovative initiatives for key populations, adolescents, girls and young women according to the local context.
  • Assist the Joint Programme to support the establishment and/or strengthening of networks of key populations, adolescents, girls and young women, including those born and living with HIV to foster new leadership and facilitate their participation in decision making.
Responsibility 3: Advocacy and Resource Mobilization
  • Assist the Joint Programme with generating strategic information for advocacy and resource mobilization to accelerate achievements for key populations, adolescents, girls and young women.
  • Assist in the development of concept notes on key populations, adolescents, girls and young women for resource mobilization purposes.
Responsibility 4: Monitoring & Evaluation
  • Fully understand the HIV/AIDS mission, objectives and operations of UNAIDS and its Cosponsors, as well as the UN Delivering as One (Year 1)
  • Demonstrate a good understanding of the interactions between HIV, human rights violation and gender inequality and the impact on key populations, adolescents, girls and young women, including those living with HIV. (Year 1)
  • Demonstrate competence in utilizing strategic information for advocacy and resource mobilization. (Year 2 and 3)
  • Demonstrate competency in working with a wide range of partners working on HIV and related areas to advance the broader agenda of key populations, adolescents, girls and young women, and SRHR. (Year 1)

Education:
  • Master degree or equivalent in international development, social science, medicines, public heath, or similar academic preparation.
Working experience:
  • A minimum of two and maximum of 4 years’ work experience preferably in programmes’ management of the national HIV response with demonstrated interest in issues related to human rights gender equality and SRHR.
  • Demonstrated experience in working with key populations, adolescents, girls and young women is an added advantage.
  • Experience in data analysis, generation of strategic information, political advocacy and/or partnerships.
Languages:
  • Written and oral proficiency in English is required. Knowledge of another UN language is an asset.
The Grade will be P1 step 1 or P2 step 1 in the first year, depending on the level of education and relevant working experience of the candidate.
