Monitoring, Evaluation, Learning & Communications Advisor

We are looking for a highly qualified Monitoring, Evaluation, Learning & Communications Advisor for the DRC Horn of Africa regional office.
Who are we?
DRC has been present in the Horn of Africa since 1998 when a programme was established in Somaliland. DRC Horn of Africa and Yemen (HoAY) works primarily with displaced Somalis, people in mixed migration flows, host communities and other conflict-affected people in Somaliland, Puntland, South and Central Somalia, Kenya, Yemen and Ethiopia.
About the job
Under the DRC strategy version 2015, DRC globally, as well as DRC HoAY is committed to strengthen its operational and programmatic profile. With reference to this objective, key outputs have been developed and defined, including specific reference to Monitoring, Evaluation and Learning (ME&L) in DRC.
The ME&L and Communications Advisor will:
- be the regional lead in developing a ME&L framework for DRC HoAY as well as developing and delivering key initiatives under the ME&L framework
- ensure that the ME&L framework contributes to and is in line with DRC Global ME&L framework which is under development
- supports in conceptualizing developing strategic programmes/projects for DRC HoAY
- assists in providing the conceptual and writing skills needed to secure funding for DRC HoAY programmes
- oversees and supports the production of communication materials in the region and supervises regional communication staff
Duties and Responsibilities
· Develop and maintain regional level M&E system in accordance with DRC minimum standards for M&E and DRC evaluation policy
· Lead and initiate agreed and concrete activities/change projects under the regional ME&L framework.
· Ensure capture of lessons learned from Regional and Country Level annual reviews.
· Support the development of the global Meta Evaluation.
· Ensure global level involvement in research and larger evaluation activities in the region.
· Ensure dissemination of findings from regional evaluations and research in coordination with Global M&E Adviser.
· Direct support to evaluations and programme monitoring at regional and country level.
· Facilitate regional trainings and meetings on M&E.
· Support learning initiatives in the region and globally.
· Support the design and consultancy coaching on selected evaluation and research.
· Assess existing and further develop procedures used for ensuring program quality in coordination with the global processes of strengthening monitoring and evaluation in DRC.
· Lead the completion of selected communication material in support of the ME&L.
· Provide support to Country Offices to produce communication materials.
· Support the writing of projects/programmes and/or reports of a certain complexity as per guidelines disseminated at a country level if needed.
About you
To be successful in this role you must have:
Required qualifications
- Minimum of five years of technical experience in Monitoring, Evaluation and Learning
- Experience in similar ME&L function
- Communication Skills: excellent written and well developed oral communication skills.
- High accuracy and attention to detail.
- Work style: well planned and organized and has a capacity for initiative and decision making with competent analytical and problem solving skills.
- Ability to work independently and as a team player with demonstrated leadership and participatory manner.
We offer
DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work from August 2014 and be willing and able to travel frequently within the horn of Africa region where some of DRC offices are in insecure and remote locations. This is a non-family duty post due to expected travel.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. This position is grades as A10 or the DRC national staff salary scale, as applicable.
