Litigation Supervisor, Kakuma, Kenya

Accountabilities
The Standard Procedure for food collectors is guided by the over-riding principle that recognized refugees and registered asylum seekers who are registered and residing in the camp, and those refugees or asylum seekers who are legitimately residing temporarily outside of the designated area as per Kenya Refugees' Act of 2006, are entitled to receive food assistance in accordance with the criteria set by UNHCR and WFP.
The Litigation Assistant will work with other Biometric staff in Kakuma to ensure that due consideration is given to all and will handle all issues relating to access to food rations.
Under the direct supervision of the Associate Protection Officer (Head of the Registration Unit) and overall supervision of the Senior Protection Officer, the incumbent will perform the following duties: Major Duties and Responsibilities
  • Supervise and guide the Litigation team.
  • Monitors team's deliverables and provides feedback to ensure outcomes are delivered consistently and accurately.
  • Monitor and report on the process and draft routine correspondence;
  • Within the guidance provided by the relevant standard operating procedures regarding food collection and ID checking, ascertain the identities of purported food collectors whose fingerprint check has resulted on a negative match at the Reception Assistants' desk;
  • Direct beneficiaries to the appropriate exit according to ID check (food distribution corridors for legitimate food collectors, exit corridor for the ones whose identity cannot be confirmed);
  • Advise both of the above on their obligations and rights;
  • Ensure data issues in UNHCR proGres that are resulting in negative matches are corrected;
  • Liaise with Reception Supervisor in the reception halls;
  • Provide statistics and data analysis as required through daily distribution report with number of distribution disputes and recommendations in line with the distribution SOPs;
  • Act as interpreter and translator when needed;
  • Perform other related duties as required.
Qualifications and Experience
  • Successful completion of Secondary School Education supplemented by technical training in dispute resolution, social sciences or other related field. Qualification/University Degree in social sciences, community development, or other related field will be an added advantage.
  • At least 6 years of progressively responsible experience, of which at least two year should be closely related to programme functions.
  • Experience working in refugee settings in Kenya especially in refugee registration, verification and/or food distribution will be desirable.
  • Proven knowledge of dispute resolution and excellent interpersonal skills. Should be solution oriented with excellent communications skills.
  • Proficiency in Microsoft Office.
  • Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems.
  • Ability to work independently and exercise good judgment in difficult situations.
  • Ability to use discretion and initiative. Should be able to work effectively with people of different cultural backgrounds within and outside WFP.
  • Good spoken English, Kiswahili and knowledge of the local language.
