    The Republic of Kenya has received financing from the World Bank towards the cost of the Kenya Electricity Modernization Project and intends to apply part of the proceeds to finance the cost of consulting services of a Senior Procurement Specialist.
    The Senior Procurement Specialist will assist the Project Team at The Kenya Power & Lighting Company Limited (KPLC) to ensure that all procurement for the Project is carried out in accordance with the provisions of the KEMP financing agreement and the World Banks’ guidelines for procurement and as applicable, within the Government of Kenya’s procurement laws and regulations.
    The Senior Procurement Specialist will also assist Kenya Power to improve the skills and competence through on the job training of the Kenya Power procurement team.
    The consulting services (“the Services”) include:
  • Assist Kenya Power team with the procurement process including preparation of procurement documentation (Procurement Notices, Bidding Documents, Request for Proposals, Bid Evaluation Reports and Draft Contracts) for procurement of works and goods and selection of Procurement Specialist and review all such documents prior to their submission to the World Bank for clearance and no objection.
  • Participating in bidders’ conference, site visits, clarifications to bidders, bid openings and bid evaluations.
  • Assisting Kenya Power to prepare bid evaluation reports and conducting a quality review of the reports prior to their being submitted to the World Bank for clearance.
    The duration of the contract is anticipated to be 24 Months and will require approximately 500 staff days.
    The Kenya Power & Lighting Company Limited (KPLC) now invites eligible consulting individuals (“Consultants”) to indicate their interest in providing the services.
    Interested procurement specialists should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
    The shortlisting criteria is:
  • Qualification to perform the services by providing description of similar assignments under similar conditions.
  • Knowledge of the concepts, principles and practices which govern international procurement, the contracting of consultancy services, in-depth knowledge of the Guidelines for procurement under IBRD Loans and IDA Credits (the Procurement Guidelines) and for Selection and Employment of Procurement Specialist by the World Bank borrowers (the Procurement Specialist Guidelines).
  • This shall be demonstrated by experience gained while working with development finance institutions on similar assignments.
  • Having worked with the World Bank will be an added advantage.
    The attention of interested Procurement Specialist is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Procurement Specialist by World Bank Borrowers, January 17, revised July 2074 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
    A consultant will be selected in accordance with the Individual Consultant Selection (ICS) method set out in the Consultant Guidelines.
