    FCA has been working in Somaliland, Puntland and South Central Somalia since 2008 mainly supporting and empowering local peace efforts and initiatives and facilitating the return of Somali IDPs and returnees to their areas of origin.
    Job Summary: Under the guidance of the Area Manager and the supervision of the Finance Manager
    Essential Duties and Responsibilities
    HR:
  • Prepare monthly payroll and collect timesheets for local staff
  • Assist Area Manger and PMs in the management of all employee related issues and recruitment of new national staff.
  • In cooperation with Area Manager, Project Managers and Finance Managers ensure proper documentation for monthly payment of local salaries for Country office
  • Manage national employee HR files including: employee contracts (and support docs like ID, CV, FCA policies signed, recruitment process, appraisals, etc…) holiday schedules and monthly reports, timesheets and disciplinary processes
  • Routine communication with the government regarding issues such as work permits, social items, insurance, etc…
  • In cooperation with Logistics prepare visas and any other necessary documentation for local and international staff within Somaliland and Puntland
  • Performs any other duties that might be deemed necessary
    Admin:
  • Process and make payments and ensure that proper authorization is obtained for all disbursement and proper financial documents are used
  • In cooperation with Area Manager, Project Managers and Finance Managers ensure proper documentation for monthly payment of bills, contracts, tent, etc…In cooperation with Finance Manager, undertake monthly closing procedures including reconciliation of bank and staff impress
  • Manage the daily/weekly/monthly reconciliation of cash
  • Review and compute travel claims, impress accounts, verify authenticity of the supporting documents provided
  • Assist with facilitation of internal and external audit procedures as/when required
  • Record accounting transaction including coding of payment vouchers before making payment
  • data entry on QB
  • In close collaboration with Finance Manager, provide and check accounting records and financial statements to assess accuracy, completeness and conformance to reporting and procedural standards and report discrepancies to finance manager
  • In cooperation with Finance Manager, undertake monthly closing procedures including reconciliation of bank and staff impress
  • In cooperation with the Finance Manager, maintain an efficient, proper and transparent financial filing system of all documents relating to finance
    Partners:
  • assist the Finance Manager in monitoring partners expenses and documentation within Somalia / Somaliland / Puntland
    Mandatory Requirements:
  • Fluent in English written and spoken
  • Minimum of two (2) full year in NGO financial/administration management at field level
  • Understanding of NGO principles and practices
  • Diplomacy and communication skill
    Qualifications
  • Degree in Accounting, Administration or Finance
  • Experience with logistics valorised
  • Experience in Human Resources Management welcomed
  • Experience in staff training and capacity building
  • Donor/contract management experience (must incl. OFDA & ECHO) and policy knowledge
  • Experience in Quickbooks accounting system.
