Humanitarian Advisor

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill an international consultancy position of Humanitarian Advisor based at our East and Central Africa Regional Bureau in Nairobi, Kenya for an initial and renewable contract period of 11 months. This post will require significant travel to country offices, including regular field missions to emergencies and hardship duty stations.
The East and Central Africa Regional Bureau (RBN) provides strategic guidance, technical and operational support and direction to WFP operations and activities in nine countries: Burundi, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan and Uganda.

The Humanitarian Advisor will provide advice, analysis and overall support to guide WFP’s humanitarian response in East & Central Africa. More specifically, he/she will support efforts to integrate into WFP programmes accountability to affected populations (AAP), gender and protection; apply a conflict sensitive or peacebuilding approach as appropriate; and support principled humanitarian access including in integrated UN settings. Efforts to integrate AAP, gender and protection in WFP programmes are informed by WFP’s Humanitarian Principles (2004), WFP’s five commitments to Accountability to Affected Populations (2012), WFP’s Humanitarian Protection Policy (2012), WFP’s Role in Peacebuilding in Transition Settings (2013) and WFP’s Gender Policy (2015). The selected candidate will be responsible for coordinating the regional bureaus’ efforts to support country offices with the practical implementation of these policies.

Reporting to the Regional Programme Officer of RBN, with technical support from HQ, the Humanitarian Advisor will be responsible for coordinating a small team and the following key duties:
  • Provide policy advice, technical guidance and implementation support to country offices, and advice Regional Bureau management on technical and strategic issues;
  • Undertake extensive training and capacity building for WFP staff and cooperating partners;
  • Develop a fundraising strategy to access additional funds to increase operational research;
  • Continue to nurture and develop existing partnerships and identify opportunities for synergies and collaboration with new partners;
  • Perform other related duties as required.
Qualifications & Experience Required
Education:
  • Advanced University degree in International Law, Development Studies, International Affairs, Agriculture, or Social Sciences, or a field relevant to international development and humanitarian assistance.
Experience & Knowledge:
  • A least 6 years (3 of which at international and field level) of postgraduate progressively responsible professional experience in development projects or humanitarian assistance, including crisis and post-crisis contexts;
  • Demonstrated experience working on gender equality programming, humanitarian protection or human rights programming in a field setting;
  • Experience of managing teams and projects;
  • Experience in the design and delivery of training and other learning initiatives related to accountability to affected populations, gender and protection mainstreaming, and conflict sensitivity;
  • Experience working with WFP or a WFP cooperating partners in the field is a strong asset;
  • Strong knowledge of food security programme principles and practices in a variety of contexts.
Competencies:
  • Strong analytical, written and oral communication skills, as well as conceptual thinking;
  • Client orientation and good interpersonal skills to collaborate with various stakeholders and subject matter experts;
  • Ability to forge partnerships with both public and private stakeholders;
  • Ability to lead, coach and motivate a team, and work independently;
  • Ability to plan and organize work with minimum supervision;
  • Ability to work under pressure and meet tight deadlines;
· Willingness and ability to travel extensively in the East and Central Africa region, including to hardship duty stations.
Language:
  • Fluency in oral and written English;
  • Working knowledge of French is an advantage.
