CAPACITY BUILDING TRAJECTORY

The Oxfam Pan Africa programme exists to promote active citizenship, effective national governance and the realization and enjoyment of fundamental freedoms and human rights contained in key African Union policy standards and legal instruments. We work through African CSO coalitions across the continent to influence decisions that are made by key African institutions like the AfDB, AU and the anticipated BRICSAM Bank. We also support a strong and autonomous Pan Africa campaigning force of coalitions, alliances and social movements around their own objectives and seek to empower these CSOs to strategically participate in debates on Aid effectiveness, Debt management, MDGs, Beyond 2015, and Vision 2063.
OVERALL GOAL OF THE CONSULTANCY
The goal of the project is to develop the capacity for our partners working on the areas of Financing for Development, Economic and Gender Justice. The four coalitions are based in West Africa, Southern Africa and East Africa. This intervention is aimed at strengthening the capacity of these coalitions to directly improve their organizational capacity and their influencing capacity in order to improve the work with their partner alliances, to better contribute to the alliance’s organizational capacity and their influencing capacity.
SPECIFIC DELIVERABLES
  1. Four (4) Coalition Assessment reports
  2. Capacity Building Plan for the 4 Coalitions
METHODOLOGY
To effectively implement the specific components of the assignment, the consultant will assess the 4 coalition partners, resulting in individual Capacity Building Plans (CDPs). The CDPs will be designed in a participatory manner to identify the current capacities and the required capacities of the Coalitions. The assessment will be done based on the already existing assessment framework for Oxfam‘s coalition partners. The consultant will be responsible for developing a program structure and adopt it to ensure success of the assignment.
EXPECTED RESULTS
  1. Assessment on Coalitions using the Guidebook for the Coalition Capacity Assessment Framework and Toolkit.
  2. Strengthen capabilities of civil society to meaningfully engage in the governance of development resources by developing Capacity Building Plans for OXFAM’s long term engagement with these alliances. These plans will also be a reference for monitoring and reviewing the development of capacity over time.
DURATION AND TIMING OF THE ASSIGNMENT
The assignment is planned to take place from September 2015. This consultancy will be for a period of 20 days and will be spread for not more than 1 .5 months. A final report to be submitted by 22nd October 2015.

PROFILE OF THE CONSULTANT
This consultancy can be undertaken by a consultancy firm or independent consultant(s). The consultant should have
expertise in the following areas: -
  1. International experience on program management in African Countries.
  2. Demonstrated experience in Capacity building initiatives for CSOs, Organizational Development, Human Rights, Governance, and Gender, monitoring and evaluation, including previous working experience with African CSO Coalitions.
  3. A degree in Social Studies or other relevant fields. A post graduate degree in any of the main sub sectors will be an added advantage.
  4. Good understanding of the context in which CSOs in Africa operate.
  5. Have excellent analytical and writing skills.
  6. Excellent communication skills and fluency in spoken and written English
  7. Previous working on similar assignment will be an added advantage.

  1. Technical proposal and program structure not exceeding 5 pages, the attachments comprising of summarized firm profile, CVs of the lead and associate consultants should not exceed 10 pages in a technical proposal.
  2. Evidence of relevant previous experience and/or names and contact details of references with good knowledge of your previous work.
  3. Financial proposal.
