Project Officer - Economic Citizenship Empowerment

Job Summary
JOB SUMMARY & PURPOSE:
The Patsy Collins Trust Fund Initiative (PCTFI) Project targets adolescent girls is anchored under the upcoming CARE Kenya’s Girls Empowerment Program. The program aims at effectively empowering marginalized adolescent girls expand life choices through access to quality learning; equip them with knowledge and skills to be engaged in the 21st Century. In addition the program will use a multi sectoral approach to lifelong learning to capitalize on opportunities to learn about the intersection of quality education, leadership skills development, and adolescent sexual and reproductive health (ARSH), economic empowerment and utilization of ICT to support and enhance learning. Economic Citizenship involves developing initiatives that are tailored for in and out of school adolescent girls that equip them with financial, social and livelihood skills to be able to make sound financial and economic investment decisions.In consultation with the Project Manager, the Project Officer will work with partners in equipping girls with Economic Empowerment skills to enable the them make sound decisions to become 21stCentury Citizens.
Tasks and responsibilities
R1. Coordination of Economic Citizenship activities within the project area:
1.1. Lead in development and delivery of Economic Citizenship activities (Business training, Financial Education/Literacy, Income generation, Savings, Credit, Linkage to formal financial institutions) Coaching& Mentorship (Inspire, Motivate, Guidance, Developing competence, Self-esteem and C haracter), and Technology transfer (leverage on digital technology to access information) within the project.
1.2. Develop and implement operational work plans in accordance with the budget and work with partners to ensure work plans are adhered to.
1.3. Coordinate partners to deliver technology hubs sites for out of school sites and facilitate the implementation of mobile technology hubs in schools.
1.4. Oversee and coordinate the mentorship program with partners to deliver a twining program, e-mentorship and an alumni program.
1.5. Engage Financial Institutions to generate interest in working with the project partners to deliver child/youth friendly products for adolescent girls that facilitate access to financial inclusion.
1.6. Strengthen project linkages with implementing partners, financial service providers and technology service providers.
1.7. Collaborate with the Ministry of Education, Kenya Institute of Curriculum Development, Child& Youth Finance International and other stakeholders in the development of the financial literacy program for in and out of schools adolescent girls.
1.8. Coordinate partners to develop and implement dialogues between adolescent girls and boys through community engagements such as “bunge la wasichana” girls’ parliaments and other initiatives that encourage voicing the concerns and opinions of in and out of girls.
1.9. Facilitate partners identify talents among adolescent girls in order to develop their skills.
1.10. Lead in developing implementation and supervision of quarterly and annual project implementation plan with project teams and partners.
1.11. Establish and maintain effective follow-up and support system for partners on economic empowerment, mentorship, coaching and technology components as planned, ensuring good performance of all indicators.
1.12. Participate in project review forums with partners, stakeholders, service providers, community resource persons, state and non-state agencies in the county, and communities.
R2. Provision of technical capacity to partners to promote economic citizenshipinnovations
2.1 Develop guidelines for partners to implement the following components: economic citizenship, mentorship, coaching, and technology transfer and community engagement in the project.
2.2 Facilitate partners in developing key training manuals on economic citizenship,
mentorship, coaching, technology transfer and community engagement.
2.3 Develop the capacity of financial institutions to develop child/youth friendly products that attract in and out of school adolescent girls.
2.4 Provide technical input on the customization of the child and youth training manual for out of school girls.
2.5 Develop an integrated model for child friendly savings model by modifying the Youth Savings and Loan training manual to cater for in school girls and build the capacity of partners to deliver the training.
2.6 Provide capacity building to partners deliver the Selection, Planning and Management, Financial Education and Enterprising Your Life training packages.
2.7 Provide technical assistance to partners develop an income generation training manual to meet the training needs for income generation.
2.8 In collaboration with partners tailor the Youth Savings and Loan Methodology and oversee its implementation.
2.9 Support partners implement technology transfer hubs for in and out of school girls using girl friendly approaches.
3.0 Support partners facilitate gender debates among adolescent girls and boys
3.1 Support technology providers promote sharing, learning and networking between gender actors and in/out of school girls.
3.2 Participate in technical committees that support financial inclusion work.
R3. Supporting Monitoring, Evaluation, Reporting and Learning on Sexual and
Reproductive Health.
3.1 Monitor compliance of project implementing partners and monitoring progress of work plan implementation in consultation with Project Manager.
3.2 Collaborating with the Project Manager and the M&E officer, facilitate in training and orientation of Partners staff on data requirements for the program, management, data for decision making.
3.3 Identify technical and coordination challenges; formulate solutions in consultation with the Program Mangers and other team members.
3.4 Facilitate the collection and verification of data from project partners on all indicators.
3.5 Maintain an updated data base for all beneficiaries in the assigned area of operations.
3.6 Document project case studies for internal and external dissemination.
R4. Supervision and management of partner organization as regard SRH.
4.1 Support the project partners and manager in develop reporting standards and ensure partner compliance.
4.2 In collaboration with Project Manager develop and implement a supervision mechanism to ensure that implementing partners are effectively supervised.
R5. Ensure proper utilization and maintenance of CARE resources.
5.1 Managing and accounting of project advance in accordance with CARE’s Finance policy.
5.2 Ensure safety and proper use of all CARE property in your possession including motorcycles, vehicles, computers and other equipment.
5.3 Ensure proper utilization and maintenance of CAREs properties and assets and ensure that defects are detected and repaired in a timely manner.
5.4 Familiarize and work within CAREs regulations and policies and adhere to them during implementation of project activities.
R6. Linkage and networking with other collaborators.
6.1 Represent CARE in relevant community development planning meetings.
6.2 Establish and maintain a good working relationship with other CARE colleagues and project staff, Partner agencies, County government, MOE, CBOs, collaborators, other stakeholders and enhance CARE image.
6.3 Liaise with the County authorities, GoK, CBOs, collaborators and other stakeholders as appropriate.
6.4 Actively participate in joint project sessions convened by the project leadership teams as called from time to time.
6.5 Enhance team work and synergy in programming and CAREs activities.
R7. Any other relevant duty duties as assigned by supervisor or management in general

WORKING CONDITIONS:
  • Shall be based Nairobi office which has a moderate climate, with frequent field travel
Academic qualifications:
  • Bachelor of Business Administration/ Social Sciences.
  • At least two (2) years’ experience in Economic Development
  • Ability to work with minimum supervision
  • Good interpersonal and communication skills
  • Working knowledge of MS computer packages

· A broad grasp of socio cultural economic issues with respect to poverty, savings, and enterprise development in rural settings
· Technical knowledge in Economic Development
· Experience with working with county governments, civil society, donors and local communities
· Diplomacy, tact and negotiating skills

· Strong conceptual and analytical skills
· The ability to work independently, think innovatively and strategically and work effectively within a team
· Fluency in written and spoken English
· Excellent verbal and written communication skills
· Detailed understanding and experience of gender and diversity issues and commitment to addressing inequalities in all the key areas of responsibility
· Demonstrate high levels of initiative
· Flexibility in tasks undertaken
· Ability to work under pressure and deadlines
· Extensive knowledge of participatory approaches
· Understanding of development/relief issues
· Commitment to humanitarian principles and action
· Strong financial/budget management skills required
Job location and Working Conditions This position will be based in Nairobi with extensive travel to the project sites. Travel to the field will constitute approximately 50% of the working time.
