Global Grant and Contract Manager

PATH is currently seeking a results-driven Global Grant and Contract Manager who will be located in Nairobi, Kenya. The Grant and Contract Manager will be a leader in the Office of Sponsored Programs (OSP) department, will report to the Director, OSP, and will manage staff in Nairobi, Kenya in partnership with a Grant and Contract Manager in PATH’s US office. This position will require up to 25% domestic and international travel.
The Grant and Contract Manager is responsible for the implementation and management of a team that handles grants and contracts, administrative policies, and procedures, to ensure that all project partners, subcontractors, and grantees are in compliance with US federal, donor, and local government requirements. The Grant and Contract Manager, in collaboration with the Kenya Grant and Contract Manager, will advise staff on contractual and grant issues, donor compliance, and implementation of PATH polices, with a high level of financial and project management skills. This role will also serve as a technical resource to PATH and partner staff in interpreting donor rules and regulations and act as primary point of contact for grant and contractual issues.
The Grant and Contract Manager will serve as the expert for the planning, budgeting, implementation, and evaluation of awards and subordinate agreements. She/he is required to apply highly specialized acquisition and assistance knowledge, skills, and abilities involving a multi-donor environment that ranges from simple, low-dollar, short-term awards to complex multi-million dollar, multi-year awards, including IQCs. Other responsibilities include:
  • Lead a team in the Nairobi, Kenya office of grant and contract professionals.
  • Ensure that PATH is fully compliant with donor and sponsor terms and conditions, PATH’s policies, and federal regulations and requirements
  • Play a key role within OSP by providing a full range of services in support of PATH’s awards and sub-awards management.
  • Lead person on all aspects of grant and contract compliance for projects within this role’s portfolio. Ensure grant and contract management standards (e.g. reporting, procurement, visibility, transfer of assets, audit, etc.) are understood and applied correctly.
  • Provide support on all aspects of incoming and outgoing awards review and negotiation, drafting agreements, interpreting language, and applying rules and regulations from different funders.
  • Provide oversight to grantees’ sub‐granting procedures and ensure that they are in compliance with USG/donor requirements.
  • Maintain a comprehensive understanding of USG, Bill & Melinda Gates Foundation, and other major donors’ policies and procedures, and keep abreast of changes in donor policies, rules, and regulations.
  • Manage the workflow for the Awards Management and Sub-agreements team. This includes creating and managing all necessary and required monitoring reports that will ensure complete oversight.
  • Work with PATH's responsible project managers and their staff to ensure awards are reviewed per PATH standards and sub-agreements are executed per PATH standards.
  • Participate as one of OSP’s SMEs on all awards management-related projects within the organization.
  • Train staff to draft a range of legal/contractual agreements.
  • As needed, create and implement new business processes associated with awards and sub-award management and contribute to policy and design changes within PATH.
  • Provide strategic vision and oversight for awards management.
  • Devise vision and cultivate buy-in with all programs.
  • Plan and manage workforce strategy and operations of the Awards Management and Sub-agreements team, establishing performance goals that align with overall departmental goals.
Required Skills:
  • Strong staff management skills, especially when not co-located
  • Strong understanding of OMB Circulars 2 CFR 200
  • Excellent written and verbal skills.
  • Strong Excel budgeting skills.
  • Proven ability in establishing and maintaining effective working relationships with agency representatives, government officials, and staff.
  • Demonstrated experience training program staff on complex regulations and effectively transferring working knowledge of regulations, policies, and procedures through formal or informal training activities.
Required Experience:
Degree in business administration, finance, or accounting plus a minimum of five years of experience working in health and development programs with substantial expertise in contracts and grant management to civil society organizations, community based organizations, and faith based organizations in developing countries; experience working with US federal grants, cooperative agreements and/or contracts is an added advantage. At least three years' experience managing staff on grants and contracts teams.
Must have legal authorization to work in Kenya.
