Our client, Mombasa Water Supply & Sanitation Company Limited (MOWASCO) is the sole provider of water and sewerage services in Mombasa Municipality. The company was incorporated in December 2003 under the companies Act Chapter 486 of the Laws of Kenya as a consequence of the Water Sector Reforms in the country.The core mandate for MOWASCO under the Water Act 2002 is to protect, harness and develop potential of water resources to ensure availability of quality water to the residents of Mombasa County and to maintain the assets leased to the Company by Coast Water Services Board (CWSB). To achieve its vision “To be a reputable provider of world class customer focused water and sewerage services” and to assist the Company in implementing the water sector reforms in Mombasa County, MOWASCO is seeking to recruit a strategic and futuristic leader who is performance driven and passionate about water reforms to fill the position of Low Income Consumer Service Manager for a contract period of three years, based in Mombasa.
Roles & Responsibilities
The successful candidate will be responsible for providing overall leadership and implementing Low Income Consumer Services (LICS) Policy and Strategy. S/he will also be responsible for community engagement and participation processes to ensure successful pro-poor service delivery and local capacity development.Responsibilities:
•Support the Company in developing and implementing a successful Low Income Consumer Services (LICS) Policy and Strategy.
•Develop staff capacity as well train and support stakeholders to engage in participatory process to create awareness and ownership of pro-poor service delivery.
•Ensure mainstreaming and delivery of pro-poor WASH service components during fundraising, scoping, development and implementation phases of all projects in Mombasa County.
•Develop and implement commercially-oriented water and sanitation strategies to reach all the un-served low-income consumers in the city.
•Lead in developing, fundraising and utility-oriented pro-poor water and sanitation service models in accordance with local context.
•Manage local partnerships and stakeholders within the County, to elicit interest and support towards full implementation of utility plans for scaling up services to the low income consumers.
•Support the MD and GMBCS in managing relations with key bilateral and WOP partners, International Financial Institutions and other development agencies in regard to LICS.
•Provide leadership to staff and Business Unit Managers in managing relations with Low Income Customers and local stakeholders within the low income areas.
•Effectively manage relations with county government, Water Operator Partnership partners and stakeholders for proper coordination of, and project delivery inputs.
•Exercise overall management of the LICS Projects in the utility that includes staff, funds and other resources, ensuring optimal utilization and keeping expenditure in line with approved budgets
•Prepare and timely submit periodic, and whenever necessary, ad hoc reports to the Managing Director and Project Manager WSUP.
Requirements
•Bachelor’s degree in Business Studies, Bsc. in Civil, Water, Mechanical Engineering, or relevant Technical degree, Community Development, Social Work, Social Sciences or Development Studies.•Possession of a Higher National Diploma in Civil or Water Engineering/Technology, advantageous but not essential.
•A minimum of 8 years of demonstrable competence and experience in managing water supply and sanitation in a community or Water Utility.
Additional Information
•Basic understanding of pro-poor Urban WASH service delivery.•A team player, driven by own initiative, good communicator and have ability to work under minimum supervision.
•Demonstrated planning and community mobilisation background.
•Must demonstrate excellent oral communication skills as well report writing skills.
