Project Officer - Sexual & Reproductive Health

JOB SUMMARY & PURPOSE:
The Patsy Collins Trust Fund Initiative (PCTFI) Project targets adolescence girls is anchored under the upcoming CARE Kenya’s Girls Empowerment Program. The program aims at effectively empowering marginalized adolescent girls expand life choices through access to quality learning; equip them with knowledge and skills to be engaged in the 21st Century. In addition the program will use a multi sectoral approach to lifelong learning to capitalize on opportunities to learn about the intersection of quality education, leadership skills development, and adolescent sexual and reproductive health (ARSH), economic empowerment and utilization of ICT to support and enhance learning. In consultation with the Project Manager, the Project Officer will work with partners in equipping girls with SRH skills to enable the rights holders make sound decisions, largely through the working with implementing partners (IPs) and County Governments. Specifically, the position will do the following:
TASKS AND RESPONSIBILITIES:
R1. Coordination of Sexual and Reproductive activities within project area:
1.1. Support enhanced delivery of SRH services in all supported communities and by partner organizations in line with project plans.
1.2. Develop work plan based on the approved projects work plan detailing activities to be undertaken, support required from the Project Manager and other team members and implement in collaboration with actors in the projects
1.3. Point person for all project SRH activities in the geographical jurisdiction assigned. The holder will coordinate, identify and mobilize stakeholders who will be collaborators in the implementation of activities, oversee activity roll out, implement and sustain knowledge and demand for services
1.4. Organize forums and create awareness and understanding of the project activities amongst service providers, community own resource persons, state and non-state agencies in the county, and communities served through regular meetings.
1.5. Support the Project Manager and acts as the CARE lead in needs assessments undertaken by the project in the area, including those for training needs, facility upgrades and other assessments to be undertaken in the program in regards SRH.
1.6. Liase with County Health Authorities, conduct capacity building needs assessment and represent CARE at county level as regards SRH.
1.7. Actively participate in the drawing, implementation and supervision of quarterly and annual project implementation plan.
1.8. Establish and maintain effective follow-up and support system for partner agencies on SRH components as planned, ensuring good performance of all SRH indicators.
1.9. Facilitate training of Community resource persons, opinion leaders, established health facility structures and county authorities on SRH and relevant behaviour change methodologies.
R2. Supporting Monitoring, Evaluation, Reporting and Learning on Sexual and
Reproductive Health.
2.1 In liaison with the Project Manager and the M&E officer, conduct training and orientation of Partners staff, County Health staff, Volunteers and other relevant collaborating partners on data requirements for the program, management, data for decision making;
2.2 Extracting, compiling and analysing data based on set indicators on a weekly basis and consolidation on monthly basis; and using the data, analyze performance of indicators per implementing partner (geographical coverage) to submit timely monthly project activities progress reports. Using the data, develop action points and incorporate them in the monthly supervision work plans to address low performance of indicators on a monthly basis.
2.3 Identify and document challenges in implementation that would have negative impact and or undermine the performance of the program, identify solutions and implement actions on timely basis to avert negative performance in consultation with program manager and other program team members.
2.4 Documenting information and write reports of all project activities undertaken at least 5 days after implementation, type and share with Project Managers and technical officer. Use information generated by the activities to analyze gaps and plan for appropriate mitigation
2.5 Share monthly data on indicator performance, discuss and ensure they are aware of the indicators performance and that they are able to identify actions to enhance performance
2.6 Timely respond to all data queries arising from partners, health facilities and community based indicator performance
2.7 Maintain an updated data base for all beneficiaries in the assigned area of operations.
2.8 Documentation of program successes and dissemination of lessons, best/promising practices within and externally; Document project case studies and promising practices and share these in project reports, national and international forums and journals.
R3. Supervision and management of partner organization as regard SRH.
3.1 Support the program partners and manager in development of criteria for selection of community health workers and project stakeholders; and participate in the recruitment of the same
3.2 Undertake supportive supervision of to various implementing partners to offer quality SRH and integrated services, while mentoring and training IP staff, community health workers and other CORPS to deliver technically correct and quality services.
3.3 Support CHWs, HCWs and other CORPs to develop work plans in line with project targets and deliverables expected and support the County Government and IPs to supervise the implementation of the same
3.4 Ensure the health workers and CHWs are updated on all protocols for guiding them in implementing quality SRHMNH services and any other health services that CARE will be supporting.
3.5 At least once monthly, undertake data audit supervision to ensure that data is entered correctly
3.6 Developing individual operation plans and supervision plans to enhance focused support to IPs and County Government in the project area..
R4. Ensure proper utilization and maintenance of CARE resources.
4.1 Managing and accounting of project advance in accordance with CARE’s Finance policy.
4.2 Ensure safety and proper use of all CARE property in your possession including motorcycles, vehicles, computers and other equipment.
4.3 Ensure proper utilization and maintenance of CAREs properties and assets and ensure that defects are detected and repaired in a timely manner.
4.4 Familiarize and work within CAREs regulations and policies and adhere to them during implementation of project activities.
R5. Linkage and networking with other collaborators.
5.1 Represent CARE in relevant community development planning meetings.
5.2 Establish and maintain a good working relationship with other CARE colleagues and project staff, Partner agencies, County government, MOH, CBOs, collaborators, other stakeholders and enhance CARE image.
5.3 Liaise with the County authorities, GoK, CBOs, collaborators and other stakeholders as appropriate.
5.4 Actively participate in joint project sessions convened by the project leadership teams as called from time to time.
5.5 Enhance team work and synergy in programming and CAREs activities.
R6. Any other relevant duty duties as assigned by supervisor or management in general
6.1 Perform any other relevant duties as assigned by supervisor or management.

WORKING CONDITIONS:
  • Shall be based Nairobi office which has a moderate climate, with frequent field travel
Academic qualifications:
  • BSC in Nursing, Environmental Health or other Health and Social Sciences.
  • At least two (2) years’ experience in health related work, especially Reproductive Health projects, in an NGO setting.
  • Ability to work with minimum supervision
  • Good interpersonal and communication skills
  • Working knowledge of MS computer packages
