Terms of Reference
Background
Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. Saferworld works with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.
Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region and has well-established programmes in Kenya, Uganda, Somalia and Sudan. Since 2004, Saferworld, with the support of the European Commission, has led a process designed to establish legitimate and representative Non-State Actor (NSA) structures that are able to engage in policy dialogue which culminated in the formal establishment of NSA platforms in the three Somali regions in 2008.
Saferworld and the NSA platform in south central Somalia, SOSCENSA, (Somalia South Central Non State Actors) is in the initial stages of a two-year EU-funded action-research project to engage civil society in the broader reconciliation and statebuilding process in Jubaland 1 . This will include a detailed mapping of civil society organisations that are operating in Gedo, Middle Juba and Lower Juba and stakeholder mapping. This analysis will in turn form the part of the raw data for two publications. The first research product will examine the social and political reconciliation needs within Jubaland and possible interventions or support to transform and address these needs. The second piece will focus on what Saferworld and SOSCENSA have termed the 'contested notions of the state' and look to identify how reconciliation needs can be addressed within the formation and institutionalization of state and governance structures. The research methodology will institute within is a capacity building component such that Somali NSAs are trained in data collection tools and techniques and fielded to collect data as part of the research. Following publication of both of these papers, Saferworld, SOSCENSA and local civil society will lead extensive advocacy at local, national and international levels based upon the recommendations of this research.
Key Objective of Consultancy: Overall: To conduct research and to support NSAs in South Central Somalia to engage in research in Jubaland on issues related to reconciliation and stabilisation.
Specific Objectives:
- To conduct research into the reconciliation needs in Jubaland and identify recommendations to address these. The research should identify a selection of key reconciliation issues within Jubaland, including what divides people, what unites them, what are the existing reconciliation needs of the population and what is the state and society that they envisage in relation to these reconciliation needs. The existing reconciliation tools that are applied to these issues and the positive or negative impacts of such tools should also be identified, particularly in relation to dispute resolution and justice, prevention or cessation of localized conflict, acknowledgement of harm and restitution, enforcement of resolutions. Finally recommendations are to be drawn on steps to address such reconciliation issues within Jubaland and Somalia more generally.
- To capacitate NSAs in South Central Somalia in research tools and support their application in Jubaland. NSAs identified during the NSA mapping will be selected by SOSCENSA and Saferworld to participate in a training on research tools and techniques which are to be used to capture data required for the purposes of the research. The training will include a training of trainers component to enable tools and techniques to be transferred to up to 60 data collectors. During the course of data collection, data collectors need to be supported in case of obstacles or challenges in data collection.
Key Activities:
Guided by the research questions posited and following initial consultations with Saferworld and SOSCENSA team, a literature review in respect of the Somali social and political context with specific reference to Jubaland, conflict, dispute resolution and reconciliation challenges, social, political and clan dynamics is to be undertaken with documentation of literature reviewed that can be shared with the Saferworld-SOSCENSA team.
Research Methodology
- Working with Saferworld and SOSCENSA and a research support committee (RSC) of international and Somali experts, the consultant will devise a research methodology that will serve to collect the necessary data to answer core research questions around reconciliation needs of key stakeholder groups in Jubaland. The research methodology should be sensitive to political, social and security constraints and should entail both a quantitative and qualitative dimension. With input from the project team and RSC, the methodology should set out the scope of the research, purpose and objective, set out core data requirements and knowledge gaps, data capture tools and linkages between data collection and analysis phases.
Training of Data Collectors
- The consultant will prepare and conduct a training on the specific tools and techniques to collect the necessary data for 15 senior data collectors. There should be a training of trainers component to allow a further 45 data collectors to be trained in the methodology.. Advice and guidance is to be provided to Saferworld and SOSCENSA in advance of data collection recruitment as to criteria and competence of the data collectors to be recruited.
- Technical support to data collectors During the data collection period, the consultant should be available to respond to questions and queries by data collectors whilst conducting their fieldwork to ensure challenges or obstacles are over come as they arise. This is expected to be remotely done over the phone or through email.
Data Analysis
- Following data collection, compilation and analysis of the data is to be conducted with core findings written up and presented to the Saferworld, SOSCENSA and Research Support Committee for further analysis, input and guidance.
Report Writing:
- Two final reports are to be prepared by the consultant that sets out the research objectives, methodology, contextual background information, data collected, analysis and recommendations drawn from the research to a professional publication standard, inclusive of relevant maps, statistics / charts, references and bibliography.
Key Deliverables: -

It is anticipated that this consultancy will begin around late September / early October 2014 with anticipated completion around end of January 2015.
Key Competencies:
- Demonstrable experience conducting action-research in conflict affected states.
- In depth Knowledge of Somali political and social context, preferably with experience conducting research on Somali socio-political or conflict related dynamics.
- Demonstrable technical capacity in quantitative and qualitative research tools, methodology and analysis deployed for data collection for social, conflict or political research/analysis purposes.
- Experience conducting technical training on data collection and conducting training of trainers to enable cascade training.
- Experience supporting research in insecure environments and negotiating associated security risks.
- Capacity to work in a team and with the input/guidance from multiple expert sources.
- Strong academic background, ideally holding a relevant research degree.
- Ability to work in a team with minimal supervision and with cultural sensitivity
- Willingness to travel to Mogadishu and possibly to Kismayo and Gedo.
Management of Consultant: The consultant will work under the overall supervision of the NSA Project Manager.
