Background
Center for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED’s programs are both in emergency and development and are geared towards assisting partner community transition to self-reliance.
CED works with vulnerable communities in order to eradicate illiteracy, insecurity, poverty, injustice and inequality. Its main areas of interventions include but not limited to education, emergency relief, livelihood, food security, agricultural support, Water and Sanitation,(WASH) Nutrition, Peace building, governance, capacity building, environmental protection and women and youth development. CED has implemented projects funded by various partners including Oxfam Novib and its affiliates, UNHCR, UNDP, UNICEF, WFP, UNOCHA, FAO, and CARE International among others. Most of CED’s projects were implemented in Banadir Region (Mogadishu), Lower & Middle Shabelle, Galgaduud and Mudug regions of South-Central Somalia.
CED is currently seeking a qualified and committed individual to work with CED as Construction Engineer.
JOB DESCRIPTION
Position: Construction Engineer
Supervisory Responsibility: Technicians, Foremen and skilled and unskilled workers
Reports Directly to: Program Manager and Program Development, Quality Assurance and Fundraising Manager
General Responsibilities
The Construction Engineer will manage design and construction of civil engineering works of CED projects and will be responsible for the production of design and construction materials, preparation of budget estimates and bills of quantities, monitoring and assuring quality and quantity of materials, supervision of building works and ensuring that project outputs are relevant to the needs of beneficiaries, cost effective and that they meet quality and safety standards. The construction Engineer will be based in Mogadishu, Somalia with frequent travel to the project target areas in Somalia.
Specific Responsibilities
Specific responsibilities include the following:
- Responsible for the provision of technical knowledge and guidance on construction/ rehabilitation, WASH and irrigation works of CED program activities at all times as deemed necessary.
- Assess the program design and construction needs and produce design and working drawings and documentation to assure an efficient implementation of the construction needs in line with program timeframes and building standards.
- Conduct needs assessment studies related to construction, irrigation and WASH activities.
- Develop designs and ensure CED program staff and contractors understand and follow agreed designs and standards.
- Ensure sound management of construction activities in accordance CED standards and donor requirement.
- Preparation and review of technical drawings & designs and Bill of Quantities and budget estimates for CED proposed construction works such as water tanks, boreholes, hand dug wells, buildings, schools, irrigation canals, culverts, sluice gates, roads, markets, latrines, etc
- Ensure participation of the community and users of proposed constructions in the design and construction planning.
- Prepare tender drawings and documents as deemed necessary.
- Develop and review all CED Civil engineering designs.
- Prepare design and mapping for CED program activities.
- Participate in proposal development, program review, LFA, analysis and attend construction activities related meetings.
- Monitor and supervise implementation of CED construction activities (also those implemented by contractors), outcomes, and results.
- Advise CED Program staff on technical matters related to construction, irrigation and WASH including monitoring and evaluation.
- Ensure proper and timely monitoring and evaluation reports in compliance with internal and external reporting requirements.
- Maintain a database for construction works
- Conduct technical surveys, supervision and monitoring on existing irrigation infrastructures in the project sites and recommend suitable irrigation farm layout for each irrigation scheme and develop irrigation plans and individual farm level and community level.
- Train and support communities to conduct rehabilitation and maintenance of the existing irrigation canals and other irrigation infrastructures using sustainable low costs improvement measures.
- Establish water and irrigation management committees including canal committees and support them develop structures and systems of managing water users at their respective irrigation schemes.
- Establish and design flood control systems and river embankment to prevent river over flooding by closing broken points through construction of river embankment and other water control systems.
- Review work plans, actual performances, and approve the completion of work performances.
- Initiate and propose new engineering works activities to expand CED rehabilitated/constructed infrastructures
- Prepare monthly construction activities progress reports by CED as required.
- Document results, challenges and remedial actions.
- Lead feasibility study on civil engineering services for CED in its target areas.
- Carry out any other technical tasks as may be assigned by his supervisors/senior management and Executive Director.
Qualifications
- University degree in Civil Engineering, irrigation engineering or other related qualifications
- At least 5 years of work experience in construction and irrigation works in Somalia context
- Knowledge of GIS and its application in irrigation design
- Experience in working humanitarian and development organizations
- Proven experience in construction management
- Familiarity with relevant computer programmes
- Proficiency in written and spoken English is a must
- Experience in report writing
