Purpose of the Position
Under the supervision of the Chief of SPPME, and in coordination with the Chief of Operations the incumbent will provide oversight, quality assurance and technical support to the implementation of the Harmonized Approach to Cash Transfers (HACT) and compliance with the respective operational policies and procedures and mainstreaming of risk based Implementing Partner management in Somalia Country Office.
Key Expected Results
- Oversee HACT rollout process leading the development of country and zonal level quality assurance plans and HACT processes related to work plans, DCTs, PCAs and in an integrated fashion linking operations and programme capacities. Oversee support to coordinating macro-assessments and UN inter-agency approaches to HACT application; development of micro-assessment plans; selection of consultancies to carry out micro-assessments; analysis of macro- and micro-assessment results to determine appropriate follow-up action; development of plans for implementing HACT assurance activities (programme monitoring, financial spot checks, special audits).
- Oversee the PCA process, and develop and improve guidelines, procedures, formats and templates, to ensure streamlining. Review PCA submissions from all programme sections for compliance with UNICEF programme priorities as outlined in workplans, operational requirements and quality assurance of project document.
- Lead and coordinate Country Office activities related to risk management, including management of third party verification and third party monitoring systems.
- Support and facilitate country office capacity development activities for staff and IPs on overall HACT compliance and including the different types of assurance activities.
- Maintain and update the ERM library for Somalia Country Office, identifying risks for HACT implementation considering the larger risk picture in the country.
Qualifications of Successful Candidate
- An advanced university degree (Master's) in Accounting, Business Administration, Financial Management, Economics, International Development or a directly-related technical field(s) is required. A valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level (Bachelor's) university degree in a directly-related technical field (as identified above), may be taken in lieu of an advanced university degree.
- Specialized training in Harmonized Approach to Cash Transfers (HACT) as well as ERP Systems (i.e. SAP) is considered highly desirable.
- A minimum of eight (8) years of relevant experience, at the national and international levels, in Operations Management, Financial Management, Audit Management, Risk Management and/or Programme Management – with hands on experience in planning, undertaking and reporting on financial management assurance activities related to HACT and/or similar grant management oversight systems used by donor and funding agencies - is required.
- Previous experience in training professionals in the context of HACT is considered highly desirable.
- Previous hands on experience in a supervisory/managerial capacity is highly desirable.
- Work experience in emergency duty station is considered an asset.
- Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
