BACKGROUND
The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-Habitat helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live in with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.
The Bosaso Port and Roads Infrastructure Upgrading Project is being implemented by the UN-Habitat Somalia Programme with funding from the Italian Cooperation. The main issues addressed by the Project are:
  • Rapid Urban Growth, contributing to congestion and problems related to service delivery and basic infrastructure
  • Challenges in urban management, control, and planning
  • Improvement of urban infrastructure and services
  • Urban Transport:
  • Assistance to transport “sub-sectors”: commercial transport, public transport, port operations, pedestrian movement,
  • Improved urban roads infrastructure, port access, parking areas (lorry terminal)
The project has been planned and is being realized in close collaboration with key Government stakeholders (Municipality of Bosaso, Puntland Ministry of Public Works and Transport, Bosaso Port Authority, Puntland Highway Authority - NESHA) and other main actors in the areas of Bosaso port upgrading, urban development and local governance (e.g. WFP, FAO, UNDP, UN JPLG). Activities have been developed in consultation with the communities along the targeted roads and the port area, and the local private sector. The UN-Habitat Somalia Programme oversees and coordinates all project components, including planning and design, road construction and upgrading, civil works components, and on-the-job technical skills training. Construction works are being carried out under sub-contracts, following a transparent tender process among qualified local Sub-Contractors, in line with UNON rules & regulations for procurement of services.
Preparatory activities have been completed for the identification of priorities and the confirmation of construction components in the areas of transport facilities, port access upgrading works, and other urban roads improvements in Bosaso. The Project targets several infrastructure interventions, serving the port of Bosaso, the overall urban transport system, and both the regional and local Bosaso economy. The first Lot, the construction of the 5.8km long Bosaso Eastern Bypass road was completed and handed over in June 2014. The second Lot (Lot 2a and b), which consists of the upgrading of 2.0km long Connection Road between the Port and Eastern By-pass Road (Lot 2°) and a new 0.3km long Port exit road (Lot 2b), is currently under tender.
The expected accomplishments of the Project are: 1. Durable and sustainable transport infrastructure developed around the port of Bosaso (Main urban roads in the port area are planned, designed, and upgraded); 2. Bosaso urban transport study prepared; 3.Business environment improved through reduced transport costs and port turnover time; 4. Improved planning standards demonstrated and applied by local authority; 5.Employment opportunities and livelihoods improved, in particular for vulnerable urban communities
Purpose of the Assignment:
  • Phase I and II: Act in the role of Resident Engineer for the Bosaso****Port and Roads Infrastructure Upgrading Project and Acting Shelter Settlement Construction Expert, from 11 October 2014 to 10 April 2015
  • Phase I: Provide technical advice, carry out urban roads design, prepare technical documents for theBosaso****Port and Roads Infrastructure Upgrading Project
  • Phase II: Oversee the construction of road construction work, as well as shelter and settlement works, provide overall supervision and quality control, and ensure timely completion of all construction components
  • Provide on-site and remote backstopping and technical advice to the Bosaso roads construction, and shelter and settlement construction projects
DETAILED TASKS:
The Project Manager / Road Engineer will report directly to the UN-Habitat Chief Technical Advisor for Somalia and the Programme Manager Infrastructure, and support the management of the entire project throughout its cycle, including oversight of activities and implementing partners in all project components. The present assignment will include; technical evaluation of offers for Bosaso Urban Road Construction LOT 2, as well as the contract supervision for the implementation and completion of physical works under LOT 2, as described above. Within delegated authority, the Project Manager will carry out the following duties:
Phase I (project preparations, consultations, planning and technical designs):
  • Organize Project Progress meetings with all relevant stakeholders, liaise with the local and central government authorities and implementing partners from the private sector, plan and oversee entire project implementation, identify bottlenecks, risks and challenges
  • Prepare and maintain budgets, detailed work plans and implementation schedule for all project components, and regularly update the same; specify and plan detailed activities of each component, including design and technical planning of the infrastructure components
  • Organize and support the preparation of remaining engineering designs, technical drawings, detailed cost estimates, calculations required to determine the technical details for the project, tender documents, Bill of Quantities (BoQ), implementation schedule, and other technical work required for the project
  • All road designs shall be prepared in close consultation with, and to meet the requirements of the Puntland Government stakeholders. Construction drawings will be prepared with sufficient details to permit contractors to carry out the work effectively, unambiguously and with the highest standards of quality.
  • Liaise with Bosaso Local Government, electricity, telephone and water utilities; share proposed road plans, and advise on any proposed changes to the position and design of utility lines, pipework’s, poles, water distribution features, and other public or private infrastructure. Agree on responsibilities in possible relocation or redesign of utilities, public or private infrastructure
  • Assist in the preparation of required way leaves and access requirements for proposed roadwork’s, and associated utility relocations
  • Monitor overall project progress and report to the UN-Habitat management team on necessary adjustments of the work plan
  • Assist in the coordination of work of local staff, and other recruited project personnel
  • Prepare progress reports for the project to ensure effective monitoring and timely project outputs, provide inputs to financial reports
  • Review and summarize reports from implementing partners and ensure timely submission to the Programme Manager Infrastructure
Phase II (Implementation & Supervision):
  • Manage sub-contracts with implementing firms, and agreements of cooperation with local partners; Liaise with the UN-Habitat Programme Manager to follow up on the approval of tender documents and processing of legal documents
  • Maintain standard construction management plans to be followed by contractors at construction sites, including: planning of activities (work plan), procurement of construction material and equipment; construction methodology; deployment of construction machinery, deployment of workers, deployment of funds (cash-flow plan), etc.
  • Enforce adequate QA & QC, and safety of construction workers, engineers and citizens
  • Monitor the performance of sub-contractors and partners under Agreements of Cooperation (with local authorities and NGOs); Regularly undertake visits to all project sites, oversee the works and guide the contractors on the activities and works, and provide concrete suggestions to the UN-Habitat Programme Management for improvement on the same if required
  • Prepare complete handover report and assist in the induction of successor for roads engineering and project management consultancy
  • As and if required, provide both on-site and remote backstopping and assistance for the ongoing project works between November 2014 and mid April
Work implies frequent interaction with the following:Implementing partners, local counterparts, representatives and officials in district, regional and central government authorities, officers and technical staff in the Somalia Programme, within UN-Habitat and other UN agencies, non-governmental organizations and consultants.
Results expected: Works on Road Construction Lot 2a and 2b completed, and construction of 500 durable shelters initiated. All Bosaso Port & Roads Upgrading project objectives achieved, monitored and documented. Appropriate coordination among implementing partners, results-based management of project activities, and effective donor relations established. Well-reasoned written contributions, e.g., progress reports, consolidated reports, background papers, analysis, sections of reports, studies, and inputs to publications. Effective working relationships developed and maintained. Adherence to policies and efficient use of resources
COMPETENCIES
Professionalism:Knowledge and understanding of theories, concepts and approaches relevant to road and infrastructure sector. Ability to identify issues, analyze and participate in the resolution of issues/problems.
Planning& Organizing:Ability to work under pressure, establish priorities and plan, develop clear goals that are consistent with agreed strategies; use time efficiently.
Communication: Excellent written communication skills and ability to articulate ideas in a clear and articulate manner including the ability to prepare and edit a variety of documents, reports and briefs.
QUALIFICATIONS
  • Advanced university degree (MSc) in Civil Engineering, Transport Engineering/Highway Engineering, Urban Planning/Construction Management or related field
  • Total Experience in engineering: over 15 years
  • Experience in Road Engineering and Construction Management: over 10 years
  • Strong skills in construction project management
  • Team player and able to motivate and work in harmony with local staff and other agencies.
  • Strong sense of initiative, stress resistant, and willingness towards long working days if needed
  • Strong design and presentation skills and be a fluent communicator
  • Desirable: relevant post-conflict field experience and familiarity with reconstruction issues
  • Language: full proficiency in English is mandatory and knowledge of Somali a major asset
  • Familiar with office computer applications (MS Office), internet, and email
  • Familiarity with the UN system is an asset
Time frame
The phase assignment is expected to take 4,5 work months, to be concluded within a period of 5.5 calendar months (3.5-4 months in Bosaso and 0.5 -1 month Home-based). It should start on or around 11 October 2014, and finish not later than 10 April 2015. The assignment shall be based in Bosaso, Puntland State of Somalia and other parts of Somalia, with missions to Nairobi and home-based work
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
