Reports To: Assistant Country Director
Liaises With: ACD, Emergency Coordinator, Programme Managers, M&E unit, Finance team, Dublin-based Desk Officer, Area Manager
Job Purpose:To support the country programme in grants management; programme development; monitoring, evaluation and accountability. This role will work closely with Programme Managers and the M&E unit.
Main Duties & Responsibilities:
Grants and information management
· Take responsibility for the management of all grants for the Somalia/Somaliland programme.
· Maintain the reporting schedule and grants management system, ensuring timely and accurate reporting.
· Liaise with the Desk Officer and Finance Manager to file the contract documents for grants – both active and archived.
· Identify funding opportunities and support the team in development of concept notes and proposals ensuring internal and external deadlines are met.
· Update and maintain the funding tracker to monitor the country programme’s funding pipeline, ensuring that proposals target key gaps and funding needs to the greatest extent possible
· Edit reports and proposals and ensure they are submitted in the correct format.
· Assist in the documentation of case studies, programme research, etc., enabling the integration of ‘lessons learnt’; maintain folders with case studies, photos and information which are updated regularly.
· Produce quarterly programme updates and information packs for distribution to donors, supporters etc.
· Provide input to the development of M&E tools to ensure compliance with donor requirements.
· Liaise between finance and programme staff to ensure that all deliverables are completed within the grant period.
Programme development
· Contribute towards a high level of documentation standards – ensuring good record keeping, filing of reports and other finalised reports in Mogadishu, Hargeisa and Nairobi.
  • Represent Programme Managers at cluster, NGO Consortium and other meetings as needed.
  • Provide support to the Programme Managers and M&E Unit in maintaining the output databases and work plans.
· Edit and compile the monthly programme reports for review by the ACD/CD.
· Record and produce the minutes of management and programme meetings or other relevant meetings and workshops. Ensure timely circulation.
· Support the M&E unit in scheduling and planning annual reviews, surveys and evaluations.
· Provide support to Programme Managers and ACD in mainstreaming cross-cutting issues or quality standards.
· Work with the M&E Unit to manage the feedback mechanisms.
PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
· Educated to Degree level in Development or a related discipline.
· The successful candidate will have at least two years’ experience with an NGO (at least one year overseas);
· Experience of working in a high pressured, results focused and dynamic environment.
· Programmatic knowledge of any of the following sectors: Nutrition, Food, Income and Markets (FIM), Education, WASH, natural resource management, resilience.
· Good organisational and planning skills/experience.
· Strong computer skills particularly Microsoft office.
· Experience of M&E.
· Excellent spoken and written English.
DESIRABLE
Education, Qualifications & Experience:
· Experience working in Somalia or Somaliland.
· Attendance of training courses in quality standards such as SPHERE, HAP, Red Cross Code of Conduct, etc.
· Experience working in an insecure and volatile environment.
· Familiarity with one or more sectors in which Concern works in Somalia (WASH, Nutrition, Health, Education, Livelihoods, Food Security, Emergency, etc.)
· Familiarity with donor-specific reporting and compliance requirements (ECHO, OFDA, etc.)
Special Skills, Aptitude or Personality Requirements:
· Able to take initiative and work independently.
· Very high attention to detail is essential.
· Cultural and political sensitivity.
· Must be flexible and willing to adapt to a fluid situation.
· Eagerness to learn.
· Good communication and interpersonal skills.
