Monitoring and Evaluation Coordinator

Background
Center for Education and Development (CED) is a Non-Governmental, non-profit and non-political humanitarian and Development Organization established in 1992 with the main of advancement in education, humanitarian aid delivery and developmental programs in Somalia. CED works with vulnerable communities in order to eradicate illiteracy, insecurity, poverty, injustice and inequality. Its main areas of interventions include but not limited to education, emergency relief, livelihood, food security, agricultural support, Water and Sanitation,(WASH) Nutrition, Peace building, governance, capacity building, environmental protection and women and youth development. CED has implemented projects funded by various partners including Oxfam Novib and its affiliates, UNHCR, UNDP, UNICEF, WFP, UNOCHA, FAO, and CARE International among others. Most of CED’s projects were implemented in Banadir Region (Mogadishu), Lower & Middle Shabelle, Galgaduud and Mudug regions of South-Central Somalia.
CED is looking qualified and committed individual to join CED and fill the position of Monitoring and Evaluation Coordinator.
General Responsibilities
The Monitoring and Evaluation coordinator will lead in the design and implementation of a strategy on Monitoring & Evaluation for the CED Programs by providing professional expertise in information and data collection tools, statics, data analyses, preparation of reports, research and capacity building. The Monitoring and Evaluation Coordinator will report to CED Program Development and Quality Assurance Manager and will work closely with the Communication Officer and the Program team. The Monitoring and Evaluation Coordinator will be based in Mogadishu, Somalia with frequent travel to the Project sites.
The following are the key roles and responsibilities:
1.Assist in the development of CED’s Program vision/strategy/plan for Somalia. 2.Develop a monitoring and Evaluation plans, systems, M&E tools, data collection tools and M&E methodologies in support of the projects and overall programs of CED Somalia. 3.Develop and strengthen monitoring, evaluation and feedback tools/systems. 4.Develop and maintain a database of projects for the organization with key information and statistics. 5.Design and development of program/project log frames theories and change and any other accountability M&E frameworks and formats demanded by the donors and ensure CED's commitments to donors and other stakeholders are aligned with organizations internal M&E systems. 6.Facilitate and coordinate the collection of accurate, reliable and useful data for program implementation. 7.Participate in regular project reviews 8.Leading monitoring and evaluation teams and conducting assessment, design and planning, development of methodology of tools, data analyses, report writing with constructive recommendations. 9.Coordinate field needs assessment and analyze assessment results in coordination with program personnel 10.Collate and compile data and statistics by sector, on beneficiaries, project locations and impacts. 11.Coordinate with field program officers and field staff to ensure regular field visits to project sites and data collection. 12.Work in conjunctions with project coordinators and contribute to the development of proposals 13.Undertake regular visits to the field to support implementation of M&E and daily supervision of M&E field teams to identify where adaptations might be needed and to ensure M&E tasks are followed. 14.Check and ensure data collection, identify problems, and recommend solutions. 15.Prepare and update work plans for program and field teams. 16.Ensure adherence to donors and CED regulations/rules, including reporting requirements. 17.Prepare and compile M&E reports including identification of problems in the project implementation and providing specific recommendations. 18.Facilitate external monitoring and evaluation missions and monitor the follow up of monitoring and evaluation recommendations. 19.Identify the need and draw up the terms of Reference (ToRs) for specific project studies. 20.Collect monthly market data (food basket) and compile into comparative reports. 21.Collect and analyze baseline data and the production of assessment reports. 22.Provide technical assistance in project planning, assisting programs in translating operational plan into actions, defining work priorities and performances through participatory mentoring and onsite visits as needed and requested by the program coordinators. 23.Filing of project documents and outputs and keeping record and minutes of the meetings. 24.Support the preparation of Articles, Newsletters, Brochures and other publications. 25.Assuring the compilation/documentation and dissemination of program related information, processes, lessons learned and success stories of the project. 26.Documenting life stories from the different actors involved in the projects. 27.Monitor project activities and ensure that they are implemented according to work plans and agreed schedules. 28.Take lead in undertaking situation and stakeholder analysis, reviews, baseline studies, monitoring and evaluation and impact assessments of CED’s programs and projects. 29.Ensure feedback of M&E results for decision making processes in CED at policy, program and projects levels and ensure follow up on all matters which require decisions and corrective actions. 30.Participate in identifying sources of funding for new program initiatives to expand donor base 31.Participate in project budget development and review. 32.Represent CED in coordination meetings and any other meetings as requested. 33.Any other duty that may be assigned by the immediate supervisor, CED management and Executive Director.
Qualifications, Experience and Skills
1.Bachelors or Masters Degree in Monitoring and Evaluation, Development Studies, social sciences, community development, Project Management, Statistics, Economics, Population Studies, or a related field is required. 2.Minimum 5 years working in monitoring and evaluation experience especially in the areas of food security, livelihood, agriculture, health & nutrition, WASH, education, community driven development projects and recovery programs. Extensive experience of social research methods to conduct monitoring and evaluation for humanitarian and development interventions. Knowledge and experience of participatory rural appraisal methods is an asset. 3.Familiarity with monitoring tools and significant experience in Monitoring and Evaluation 4.Competency in the use of statistical packages like Excel, SPSS, STATA, Mutlab and Epi-Info. 5.Experience designing and managing beneficiary monitoring and data base systems 6.Strong understanding of the Logical Framework Analysis (LFA) as well as capacity to develop and analyze problem and make strategic decision. 7.Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills. 8.Excellent good proposal and report writing skills in English 9.Excellent communication and participatory facilitation skills 10.Excellent negotiation and problem solving skills. 11.Good team player 12.Good planning and excellent analytical capacities 13.Good Research skills 14.Ready to travel frequently to project sites in various locations. 15.Ability to work under pressure and extreme time constraints. 16.Computer literate and with excellent IT knowldge
Language Skills
Excellent written and spoken English and Somali
Contract period: one year, with possibility of renewal
