Grants Manager East Africa SSG 2014, Mogadishu, Somalia

Chemonics seeks a long-term grants manager for the newly awarded USAID-funded Strengthening Somali Governance (SSG) Program. The three-year, $22 million program aims to support the Somali government in improving the legislative, representative, and oversight functions of federal and state (including Somaliland and Puntland) deliberative bodies. It will focus on improving the ability of government institutions to carry out essential functions and increasing citizen awareness of and engagement in government decision-making. The grants manager will oversee all grant-related activities and be based in Mogadishu. This is a unique and exciting opportunity to work directly with Somalis to strengthen key government and civil society institutions. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include
  • Advise and assist in design, development, and oversight of the grants management program
  • Provide policy guidance and interpretation for program staff as well as grantees
  • Analyze and evaluate grant applications, proposals, and awards to ensure adherence to Chemonics policies, procedures, and practices, as well as all relevant USAID regulations, requirements and standards
  • Ensure proper negotiation of the terms and conditions for grants, and review and analyze budget estimates for allowability, allocability, reasonableness, and consistency according to contractor and USAID regulations
  • Provide input on potential grant activities that could be built into activity scopes of work, and ensure timely process and issuance of all grant request for applications and grant agreements
  • Collaborate with the Washington, D.C.-based project management unit to ensure compliance
Qualifications
  • Bachelor's degree required
  • Knowledge of setting up and managing a USAID-funded grants program
  • Experience training local employees
  • Minimum three years of experience in grants design and administration, management, and oversight required
  • Familiarity with USAID contract management and grants management policies and procedures
  • Experience working effectively in transition/fragile state environments preferred; work experience in Somalia a plus
  • Demonstrated leadership, integrity, and versatility
  • English fluency required
