1.0 INTRODUCTION
I Choose Life – Africa (ICL) is a leading Kenyan NGO registered in 2004. ICL implements its programs using the Quadro Helix Model of partnering with the Government of Kenya, through the Ministries of Health, Education, Agriculture, Youth Affairs and Vision 2030 among others, Corporates, Universities and Civil Society Organizations, to design interventions to solve problems in different communities. ICL has programs around four pillars namely Jiimarishe (Health), Jiinue (Economic Empowerment), Jielimishe (Education), Jiongoze (leadership and Governance). The programs are anchored in over 234 learning institutions (Primary, Secondary and tertiary institutions) across 23 Counties in Kenya that reach over 1 Million youth annually. ICL’s Vision is “Healthy Africa, Empowered People!” and her mission it to create a movement of individuals that enhances the quality of life for communities through health initiatives, economic empowerment, academic & career mentoring and improved leadership & Governance.

2.0 BACKGROUND
I Choose Life- Africa has been implementing a programme called the Jielimishe girl child in Laikipia,Meru and Mombasa county.In the course of implementation,the main factor why the girl child was deprived education was high poverty levels which led parents to withdraw their children from school.To curb this practice ICL under the Economic Empowernment pillar seeks to construct an office block that can be used to raise the standards of living for parents within the area as they engange in business ventures as well as a collection centre for their farm produce.
3.0 OVERALL PURPOSE
I Choose Life - Africa is seeking to engage a consultant in the position of Project Manager overseeing the construction of the office block and collection centre in adherence to laid out construction policies and guidelinesThis will involve working hand in hand with the project consultants (Architect, Engineers and Quantity Surveyors to ensure that time lines are kept and that the building meets the required standards.The Project Manager will develop a workplan and deliverables as agreed upon with the contractor.
4.0 Deliverables
The consultancy will focus on:
• In consultation with the contractor come up with a suitable overall works programme
• During pre-contract coordinate the various consultants( Architect, Quanity surveyor, Structural Engineer, Electrical and Mech Engineer) to ensure that all documentation is ready
• Ensure all clients concerns are taken into account in tender documentation
• Coordinate tender process to ensure it conforms to procurement regulations and award is within budgetary constraints
• During construction coordinate and attend site meetings
• Discuss with client for approval in writing any proposed variations or changes in the construction
• Ensure contract prepares their work programme in line with overall works programme and approve this when alright
• Monitor project to see if it is conforming to timelines and get remedial measures implemented
• Analyse request for extension of contract period for approval by clients’ tender committee
• Issue practical completion certificate and handing arrangements inconjuction with the consultants
• Organize for defects liability period inspection
• Ensure Final Certificate is prepared
Agencies or individuals interested in tendering for the I Choose Life – Africa consultancy for the Project Management should complete an Expression of Interest proposal (maximum 5 pages) containing the following information:
• Short summary of individual/agency and status.
• Name of 2 main persons who will be involved in this project
• The cv of the main persons to be involved and certified copies of their certificates
• The estimated total number of manhours each main person will be involved in the project
• The profession fees each main person will attract per manhour
• Proposed methodology, activities and workplan.
• Proposed budget
• Contact details and 2 references related to the past relevant work done.
5.0 TIME FRAME
As agreed in the Construction workplan.
