This is a limited appointment position.
The Feinstein International Center is a research and teaching center based at the Friedman School of Nutrition Science and Policy at Tufts University. Our mission is to promote the use of evidence and learning in operational and policy responses to protect and strengthen the lives, livelihoods and dignity of people affected by or at risk of humanitarian crises.
Reporting to the Research Director, this full time limited appointment position will lead the management and technical direction for the USAID East Africa Resilience Learning Project (RLP), a 5 year project based in Nairobi, Kenya, the greater Horn of Africa. The project will help transform the approach to evidence-based program and policy development and implementation in pastoralist areas of the IGAD region, by working with USAIDs implementing partners and IGAD to engage with a wider range of governments, stakeholders and development partners. Responsibilities include the design and leadership of strategies and activities for strengthening learning and policy together with a wide-range of development actors to focus learning around pastoralist areas. Responsibilities further include management of an international team of researchers and consultants, and leadership of a capacity-building program with local partners. The Task Order 1 has a project budget of ~$10 million with future task orders from USAID predicted to expand this to ~$20 million. This position is projected to be funded through July 21, 2019.
Qualifications
Basic Requirements:
• At least 10 years of experience with international development programs at increasing levels of responsibility. At least five (5) years of experience in developing countries managing projects of equivalent size and complexity to the proposed Resilience Learning Project.
• An advanced degree from an accredited university.
• Candidate must provide evidence of : 1) effectiveness as a leader, manager, and decision-maker; 2) knowledge of U.S. Government foreign assistance agriculture and food security activities and policies; 3) demonstrated understanding of knowledge management, learning, strategic communications, institutional capacity-building, and training; and 4) excellent communications skills, both written and oral.
Preferred Qualifications:
• At least 8 years in-country knowledge of pastoralist areas policy and programming in Ethiopia and Kenya.
• At least 10 years' experience of policy support to African regional organizations and capacity to engage senior policy makers.
• Experience of managing international teams.
• Experience of coordinating programs with the Kenya and/or Ethiopian governments.
