The U.S. Agency for International Development/Kenya & East Africa (USAID/KEA) has requested MSI's Kenya Support Project (KSP) to conduct a final performance evaluation of its Kenya Tuna Uwezo (KTU) activity. The purpose of this performance evaluation is to asses to what extent the activity achieved its stated objectives and expected results as laid out in contractual documents. The evaluation will also focus on identifying key factors that contributed to the successes. In so doing, it will provide lessons for future USAID/KEA Democracy, Governance, and Conflict (DGC) activities, particularly those addressing peace building and conflict mitigation within informal settlements. In addition, the evaluation will also identify effective replicable approaches that will inform the KEA and other missions on conflict mitigation and countering violent extremism programming.
Position Summary:
Under this task order, the team leader will lead a team of three local sector experts in the completion of the KTU final performance evaluation, including a desk review of all relevant project documents (e.g. the activity description, baseline assessment reports, mid-term review report, quarterly and annual reports, work plans, M&E plans, etc.).The period of performance for this task order is estimated to be from June - September 2016, including six to eight weeks of field work approximately from early June to mid-July 2016.
Responsibilities:
To achieve this, the team leader will guide the evaluation team in all aspects of study planning and execution, specifically:
- Desk review of relevant documents
- Finalizing the evaluation design and sampling strategy
- Developing the data collection instruments
- Data collection and analysis
- Study validation and presentation to the KTU prime partner and sub-partners
- Study validation and presentation to USAID/KEA
- Report writing, based on approved standards and guidelines for USAID evaluations
Qualifications:
- Advanced degree in Political Science, International Development, Governance, and/or related social science field, or lesser degree with 10+ years of experience
- Expert knowledge of DGC, preferably with a focus on peace building and conflict management. Knowledge of countering violent extremism programming will be an added advantage
- Experience conducting, and preferably leading external performance evaluations
- Prior USAID evaluation experience
- Experience with and ability to design and apply a range of data collection and analysis methodologies (qualitative and quantitative), including:
- Quantitative research including design of tools, specifically development of structured and semi-structured interview and/or observation instruments
- Qualitative research experience, particularly in conducting individual and group interviews and/or focus groups, including creation of written instruments and transcripts;
- Content analysis and other techniques for coding and analyzing qualitative data;
- Strong understanding of USAID evaluation policy and best practices
- Demonstrated management and leadership skills
- Superior writing ability, including evidence of an ability to structure evaluation reports
- East Africa, particularly Kenya, experience is an asset
