World Bank Procurement Short Term Consultancy Job in Nairobi, Kenya

  • This position is geared to assisting the World Bank staff, Somalia Government and other agencies in implementing World Bank financed/administered programs.
    The STC will be located at Nairobi, however, may be required to travel to Somalia, if needed and also depending on the security situation there.
    The STC will draw on support, as necessary, of the Operations Solutions Team of the Global Center on Conflict, Security and Development (CCSD) in Nairobi and will work under the guidance and supervision of the Procurement Hub Coordinator for Somalia, Sudan and South Sudan based in Juba, South Sudan as well as the Regional Procurement Manager (RPM), AFTPE based in Washington DC.
    Duties and Accountabilities:
  • Works independently on procurement matters in the performance of the Bank’s fiduciary and service functions;
  • Employs appropriate methodologies for handling simple and complex procurement tasks;
  • Working across countries/sectors, is responsible for reviewing and handling the technical, commercial and legal aspects of procurement;
  • Provides operational advice to clients and Bank staff on concepts, policies and procedures for international and local procurement;
  • Participates in missions as sole procurement expert on large projects;
  • Assesses procurement implications of project design, evaluates institutional capacity of borrowers and develops suitable procurement plans;
  • Negotiates and resolves difficult procurement issues with Borrower agencies and handles questions/complaints on bidding and award issues;
  • Designs and conducts workshops to educate procurement professionals in the Bank and in borrower;
  • Prepares a range of procurement-related documents and reports;
  • Provides guidance, training and handson support to procurement and project staff of Somalia;
  • Interacts with Managers and Technical Specialists in the work unit and staff from other agencies, donors, consultants and borrowers.Selection Criteria:
  • The successful candidate will be holder of a Master degree with a major in a relevant discipline (e.g. Engineering, Law, Procurement, Finance, Business or Commerce) and relevant training in procurement work with at least five (5) years of direct relevant work experience as Procurement Specialist or alternatively, having had responsibilities with a substantial content of his/her position in the procurement area in or outside the World Bank.
  • Good knowledge of all concepts and principles of and approaches to international procurement, and of public procurement systems.
  • Knowledge of procurement systems, practices and agencies in borrower countries.
  • Specialized knowledge of and significant experience in 2-3 substantive areas/aspects of procurement.
  • Proven analytical and evaluative skills, including the ability to independently provide well researched analyses of key procurement issues and problems.
  • Knowledge and understanding of technical, commercial and legal aspects of procurement at all phases of Bank lending operations.
  • Understanding of Bank business objectives, policies and practices related to project/sector and critical links to procurement.
  • Task/project management skills. Strong communication skills and persuasiveness in presenting, discussing and resolving difficult issues, both orally and in writing - English is Essential.
  • Ability to identify complex issues and to respond and handle accordingly; does not add unnecessary complexity to tasks or projects.
  • Ability to deal sensitively in multi-cultural environments and build effective business relationships with clients and colleagues.
  • Ability to function effectively in multi-disciplinary teams within a matrix management environment.Electronic Applications:
