The evaluation team recommends to devote more resources to empower CSO capacities to engagement in Policy Dialogue and to come up with adequate supporting/ financing tools for Civil Society engagement in Policy Dialogue (ITAD/ COWI, 2012).A Consortium of 5 Austrian NGOs is implementing a programme with the objective to strengthen capacities of East African NGOs regarding policy dialogue, working with 7 local partner organisations; namely CARE Uganda, WORUDET, MIONET, SOS-Children’s Villages Tanzania, DESECE, Kenya Red Cross and GROOTS Kenya.
For the implementation of a first Kick-Off Workshop with all partner organisations of this consortia programme, the following consultancy is needed.
Objectives of the Consultancy
- The 7 local partner organisations have a common understanding of Policy Dialogue and how Civil Society Organisations can engage in it
- It is clear where partner organisations already engage in Policy Dialogue (status quo)
- It is clear what kind of capacity development/ strengthening and cross-learning/ sharing is needed within the programme in order to enable 7 local partner organisations to effectively engage in Policy Dialogue; a respective proposal for a Training / Learning Plan exists.

Workshop including
- Basic Training on Civil Society (Organisations) Engagement in Policy Dialogue (Definitions, Policy Dialogue Cycle, CSO entry points, strategies, tools/methods, etc.)
- Screening of Policy Dialogue activities of partner organisations
- Policy Dialogue Capacity Development and Learning Needs Assessment
- Elaboration of Capacity Development and Cross-Learning/ Sharing Plan for partner organisations
Dependent on the Capacity Development and Cross-Learning/ Sharing Plan, there will be the possibility/ need for further consultancies/ coaching of partner organisations in East Africa within this programme.
Workshop Participants
Around 20 persons from 7 project partners in East Africa and representatives of European consortia partners.
Some of them already work in the field of advocacy/ lobbying, others are completely new to this topic.

HOW TO APPLY:
Consultant should be CSO & Policy Dialogue practitioner with strong training background or freelancer/ trainer working with policy dialogue/ lobbying/ advocacy of CSOs in East Africa.
If possible, experience with Policy Dialogue for food sovereignty, women empowerment & Children's/ youth rights in East Africa.
Preferably based in East Africa.
