The USAID-funded Kenya Afya Jijini (Nairobi) Program will look to strengthen Health and Human Capacity and increase overall health services through the expansion of quality HIV/AIDS services, focused Maternal, Newborn, Child Health (MNCH); Family Planning (FP); increasing Water, Sanitation, and Hygiene (WASH); and Nutrition services and finally by strengthening County Health Systems. The Operations/HR Manager will provide operations oversight and senior level guidance for the project. S/he will oversee, financial, administrative and contract management, monitoring and evaluation, and reporting, assuring the quality, impact and cost effectiveness of the project. The position will develop and oversee the implementation of policies, procedures and systems for administration and financial support services and human resource management. This position will report directly to the Chief of Party.
Duties:
- Provide leadership support for the successful implementation of and adherence to the IMA Global HR Operating Policies and Procedures.
- Generate, provide and analyze monthly management reports.
- Oversee contractual relationships and performance of external service providers in relevant areas.
- Institute staff development plans for training, to build capacity.
- Ensure strong working relationships between the Field Offices, the country operations and program teams and county and sub-county health offices.
- Ensure project expenses are reasonable, allocable, prudent and spent in accordance with USAID rules and regulations, and support annual auditing procedures.
- Ensure that there is sufficient financial staff for disbursing all local costs under this project, monitoring and tracking expenditures, and preparing financial reports of project expenditures for submission to USAID.
- Other relevant tasks as assigned.
The position requires a competent and experienced person with the following attributes:
- Postgraduate degree in Business Management or relevant technical field (ie. Finance) with a minimum of five years progressive management and leadership experience.
- Strong background in HR management and Administration.
- A working knowledge and prior experience with USAID contracts.
- Strong finance background in financial management, budget development and analysis.
- Fluency in English in both oral and written communication.
- Regional experience and experience in the Kenyan country context strongly preferred.
- Ability to travel within the country or region and internationally as needed.
- Willingness to support IMA's mission.
- Experience in security and IT.
