Options is seeking an energetic Programme Finance Officer to support its Reducing Maternal and Neonatal Death in Kenya programme. This programme will contribute to and deliver DFID Kenya’s commitment to provide skilled birth attendance to an additional 15,000 women by 2015 and a total of 95,000 by end of 2018. It will complement other areas of DFID health sector support in Kenya including the Kenya Health Programme, which provides health policy and systems strengthening support at national level, malaria, family planning, reproductive health social marketing, and DFID Kenya’s Adolescent Girls Initiative.
The purpose of the job is to provide finance support to the Programme. The role is based in Bungoma, with occasional travel regionally within Kenya with overnight stays as required. The Programme Finance Officer will be the primary point of contact for all finances for staff in Kenya and requests from the project head office in London, UK. You will be expected to work closely with colleagues based in Bungoma, Nairobi and internationally, particularly on finance and administration related issues and ensure targets are met.
Responsibilities:
· Prepare and update programme accounts and all systems for the Team Leader’s review and approval using generally accepted accounting practice and Options guidelines, completing regular account reconciliations;
· Prepare monthly expenditure summaries for submission to the Team Leader and for onward submission to Options in London in line with strict reporting deadlines;
· Prepare monthly cash flow statement for fund advances from the UK after consultation and agreement with the Team Leader;
· Adhere to standard chart of accounts, ledgers and other standard financial management systems and instruments;
· Oversee payroll for all locally paid staff;
· Manage and operate all programme bank accounts, completing reconciliations and liaising with bank on all matters e.g. currency exchange, payments, bank statements and associated correspondence;
· Carry out disbursement checks, ensuring all supporting documentation is in order;
· Responsibility for distribution and collation of all staff time sheets, travel advances and claims and monthly payroll;
· Oversee petty cash and maintain sufficient cash imprests for day to day needs;
· Perform any other reasonable tasks within capabilities, as assigned by Team Leader or Finance Manager in the UK;
· Prepare a local Finance manual in line with Options policies and adhere to this manual;
· Any other duty assigned by the TL within the Programme Finance Officer’s sphere of competence which contributes to the smooth functioning of the office and Programme; and
· Work closely with non-finance staff to ensure compliance on all financial matters.
