Procurement Officer Talent Pool

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to end global hunger. Every day, WFP works around the globe to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
We are building a Procurement Officer Talent Pool that will be comprised of highly competent professionals who can play a key role in helping achieve zero hunger. All applicants will go through a comprehensive selection and assessment process to demonstrate their technical and organisational capabilities and the potential to grow and work across different field locations. Successful applicants will remain in the Talent Pool for 12 months, and can be considered for short or long-term international professional employment opportunities at entry and mid-management levels (P2, P3 and P4), in Country Offices, Regional Bureaux and Headquarters.
Strategic Purpose of the Function
The WFP Global Procurement Team, as a trusted partner of operations, supplies proactive procurement solutions with accountability. WFP purchases an annual average of 2.4 million tons of mixed food commodities valued at over US$ 1 billion and goods & services valued at some US$500 million for operations in 80 countries.
Job Purpose
· P2 level: Procurement Officers at the P2 level operate with a high degree of independence, guide more junior staff to ensure effective procurement services. They collect, analyse and report on information to maximise efficiency of procurement operations and activities.
· P3 level: Procurement Officers at the P3 level support diverse initiatives or multi-country operations or lead operations within a Country Office. They are operating in an environment where the complexity of managing procurement operations is moderate e.g. may include a varied range of goods and services, food procurement and cash and vouchers. They lead on or provide technical advice and oversight to procurement field operations of moderate complexity, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
· P4 level: Procurement Officers at the P4 level operate in an environment where the complexity of managing procurement operations is high e.g. involving high value/volume, or a range of procurement needs such as cash and vouchers, small holder farmer procurement, local, regional and international procurement, and production and procurement of special nutritious foods. They lead on or provide technical advice and oversight to procurement field operations of high complexity, partnering with key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries. They require a high level of experience and knowledge to credibly influence supply chain strategies at senior levels across functions and with local partners.
Qualification Requirements
Education:
· Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with two additional years of relevant work experience from the minimum experience requirement stated below.
Experience:
· P2 level: At least three years of postgraduate progressively responsible professional experience in the relevant field.
· P3 level: At least five years of postgraduate progressively responsible professional experience in the relevant field.
· P4 level: At least eight years (of which three international) of postgraduate progressively responsible professional experience in the relevant field.
Functional Capabilities*(scope of capabilities will vary by grade level)*:
· Tendering & Contracting - Demonstrates ability to establish and manage complex arrangements with WFP partners during the tendering/ contracting process to increase the value that WFP receives.
· Vendor Management - Applies knowledge of local and international vendor sources and networks to conduct cost-benefit analysis of alternative vendors to consolidate options and assess suitability.
· Commodity/Product/Service Intelligence - Selects appropriate products and/or services in own area based on a basic understanding of sources, country requirements, and public procurement principles/practices.
· Systems & Reporting - Applies in-depth knowledge of procurement tools systems, corporate operating System and recommends new approaches to influence reporting capabilities.
· Ethics & Compliance - Actions audit queries and process improvements in line with ethics/compliance standards, donor requirements, and operating procedures.

· People- support our people to be the best equipped to serve our beneficiaries.
· Partnership – lead across boundaries to deliver the best for our beneficiaries.
· Performance – deliver practical, sustainable, solutions to achieve WFP’s mission.
Language:
· Fluency in oral and written English.
· Although intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is mandatory for fixed-term posts, for some roles exceptions may be considered on a case-by-case basis.
Desirable Requirements*(scope of requirements will vary by grade level)*:
· Experience in communicating and coordinating with UN agencies/ large international conglomerates.
· Experience working with food commodity markets (incl. experience with freight markets) as well as goods and services needed in support of an organization’s operation and its related market intelligence.
· Experience working with vendors.
· Experience with budgeting, pipelines and related issues in international organizations.

For fixed-term appointment, WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, relocation entitlement, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, pension plan and medical insurance.
