A. Background Information: UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner.
Within these three core areas of expertise, UNOPS provides its partners with advisory, implementation and transactional services, with projects ranging from building schools and hospitals, to procuring goods and services and training local personnel.
UNOPS works closely with governments and communities to ensure increased economic, social and environmental sustainability for the projects we support, with a focus on developing national capacity.
UNOPS seeks to recruit an H.I.V. Technical Advisor for a period of 6 months starting January 2015.
S/He will be supervised by the Chief, HIV and AIDS, UNICEF Kenya Country Office, and working in close collaboration with and reporting progress to the Head, National AIDS Control Council, Ministry of Health under the National AIDS and STI Control Programme (NASCOP/MoH).
The technical counterpart and day to day contact in NASCOP will be the National ART Manager.
The incumbent will be based at NASCOP with frequent meetings with UNICEF.
The duty station will be Nairobi with regular travel to selected counties.
B. Functional Responsibilities:
The incumbent will do the following:
Provide technical support to NASCOP to roll out the acceleration plan on paediatric and adolescents HIV testing, care and treatment, support monitoring and regularly assessing progress.
Work with selected high burden counties to support development of county specific acceleration plans and develop implementation priorities.
Support review of routine indicators at national and county level and use of quality improvement approaches to strengthen data use and reporting on children, adolescents and HIV.
Support capacity building in at least six priority high burden counties to implement, monitor and report on progress to accelerate HIV treatment and care for children and adolescents living with HIV.
Identify, document and support scale up of innovations which have potential to accelerate HIV testing, care and treatment of children, including where child health strategies and platforms have successfully been used, and adolescents living with HIV.C. Qualifications:
A basic degree in Medical Sciences, together with an advanced University Degree at least at Masters level in Public Health, HIV and AIDS or other relevant degree.
A Bachelors’ Degree plus 2 years’ experience may be acceptable in lieu of an Advanced DegreeD. Required minimum years of specific work experience
