Project Performance Improvement Officer, Consultant* - Kenya

PSI seeks an experienced Project Performance Improvement Officer to support the roll out of a health service quality improvement framework. The department is heavily investing in improving the quality of service delivery in both the public and private sector. The cornerstone of this drive is improvement of the planning and monitoring of performance improvement programs and capacity building systems.
The principal role of the candidate will be to support the roll out of the provider assessment and capacity building systems through coordinating user training, spanning from Quality Assurance Officers who directly engage with providers, through to senior managers who utilize related data for work planning. User training will have a heavy emphasis on the effective use of data in day to day decision making, hence the candidate needs to be a proven information use catalyst.
The position will report to the departments M&E Advisor, and will involve approximately 60% travel. This position sits in the MCSD office based in Nairobi, Kenya.

RESPONSIBILITIES
  • Lead on field testing of tablet-based provider quality assessment tools. In particular, coordinating with the relevant country teams to plan and execute field testing, and subsequently making recommendations on improvements.
  • Working closely with country teams to undertake training of Quality Assurance officers on use of the quality assurance tools at the provider level. In particular, how to maximize the use tools for work planning.
  • Shaping the information needs of different end users of quality assurance data, furthermore ensuring that the needs are met through the development of user tailored dashboards.
  • Building the capacity of staff to optimize the use of data for day to day decision making. In particular, working closely with relevant users to link data with specific actions.
  • Document learning relating to system roll-out.
QUALIFICATIONS
  • MA in an analytical field such as MBA or Economics
  • 4 years’ experience working in a professional environment, part of which is an international or regional capacity
  • Ability to optimize the use of data for the purpose of performance improvement
  • Managing and influencing both internal and external stakeholders
  • Capacity building of technical and non-technical staff on information use
  • Demonstrated ability to communicate effectively to both junior and senior staff
  • Excellent analytical skills, comfortable with manipulating and presenting data for impact
  • Excellent verbal skills, writing and interpersonal communication
  • Experience or academic qualifications relating to public health desired
  • Highly organized, comfortable working on multiple simultaneous projects; great at meeting deadlines
  • Advanced MS Office skills, preferably with exposure to data management solutions (such as DHIS or mHealth solutions)
