MONITORING & EVALUATION SYTEM DEVELOPMENT
BACKGROUND
Concern Worldwide is currently working in Food Income and Markets (FIM), Education, Health & Nutrition and Governance. Currently each programme is managing its own monitoring activities and data with no overarching system to analyse the information against log frames and plans linking it back to the programme management teams. In order to strengthen Concern's M&E and therefore learning and accountability, Concern requires an integrated M&E system that can securely store information, analyse information and provide management reports against outcome and output indicators and milestones as set out in programme strategies and donor projects.
CONSULTANCY OBJECTIVES
To develop an M&E database system that will serve the country programme in storing, analysing and creating management reports against both country strategy/plans and donor projects.

Nairobi, Kenya
METHODOLOGY
The consultant will develop a technical and financial proposal detailing how they will carry out this project ensuring all objectives are met for review.
TIMELINE
The consultancy is expected to take twenty (20) days. The consultant is expected to develop his/her timetable together with the Concern.
DELIVERABLES/EXPECTED OUTPUT
- The consultant will design, develop and deploy an integrated M&E database system with functionalities that serve the country programme enabling programme log frames to be effectively monitored, by storing/analysing and linking monitoring data to objectives and providing management reports against indicators and milestones based on Concern requirements as agreed. The database system must;
- Maintain regular and periodic monitoring data and information gathered ideally from both Marsabit and Nairobi
- Enable effective supervision of programmes and tracking of programme progress against indicators by users
- Be compatible with, enables and eases the upload of data from digital data gathering devices that Concern uses to collect monitoring and evaluation information
- Conform to data security standards and protocols such as anonymity and data protection from manipulation.
- System documentation which include minutes of system meetings, installation and system user guides
- A comprehensive user training module and user training on all the functionalities of the system
- At least one (1) system support post deployment visit per month not exceeding three (3) visits on a needs basis.
RENUMERATION
Agreed rates will be based on prevailing market competitive rates and value for money. In full consideration of the services performed by the consultant under the terms of contract, Concern Worldwide shall pay the consultant fees upon satisfactory completion of the assignment. The Consultant(s) is not an employee of Concern Worldwide or its affiliates, thus no benefits or compensation are provided as part of this agreement.
WORKING CONDITIONS
The Consultant will liaise with the M&E Advisor and the ICT Officer on this assignment.
CONSULTANT’S PROFILE
- A Master’s Degree in Computer Sciences/Engineering or ICT related Degree. MCSE/CCNA or other IT professional qualifications is essential.
- At least five (5) years’ experience developing ICT solutions that meet client needs. At least two (2) years ICT4D experience is preferred.
- Computer Programming skills (Visual Basic .NET, Java, PHP, JavaScript, XHTML) and Database Management Systems skills (Microsoft SQL Server 2008/2012 and MySQL)
- Excellent analytical, problem solving, interpersonal, planning, organization and reporting skills.
- Proficient in the use of computer packages and applications Fluent in both written and spoken English and Kiswahili.
