Project Officer-Information Counselling and Legal Assistance

Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its Horn of Africa Programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine. NRC offers a comprehensive response for Refugees, returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).
NRC’s Horn of Africa operation comprises of large-scale multi-country humanitarian and early recovery interventions spread across eight countries (Kenya, Somalia, Ethiopia, Djibouti, and Yemen), and most recently Eritrea, Uganda and South Sudan. NRC’s overall strategy in the region is to ensure a greater number of vulnerable people in hard to reach areas get access to humanitarian assistance, become resilient to future disasters and find durable solution. The regional office is based in Nairobi and works with country programmes to ensure standardisation of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination. In Kenya the head office is based in Nairobi and we have field offices in Dadaab, Kakuma and Mandera.
The Project Officer is responsible for follow up of ICLA activities in Mandera County
The position holder reports to the Head of Office Mandera .

Job description

  • Implementation of the ICLA project in accordance with donor agreements; project objectives and goals; work plans; and NRC principles and methods. In close collaboration with the NRC Kenya ICLA Specialist, prepare and regularly up-date the mapping of services available to IDPs.
  • Assist in design of surveys/questionnaires to assess the needs requirement of the target group.
  • Assist to design and develop the HLP rights training materials and civil documentation awareness.
  • Assist the Project in developing weekly and monthly plans with the team and ensure plans are followed.
  • Research on IDPs situation in Mandera and develop a holistic programme to address the root causes of internal displacement in the county.
  • Ensure activities are in-line with the NRC and ECHO strategy and NGO best practices.
  • Make recommendations on the way project activities can be amended or improved to best meet the set objectives.
  • Design, develop and implement monitoring and evaluation systems, analyse results and recommend changes to the project/activities in consultation with ICLA Specialist.
  • Monitor and prepare regular reports on progress and impact of activities.
  • Design and develop a database to systematically store lessons learnt from the project planning, implementation and evaluation.
  • Ensure effective and efficient project coordination with beneficiaries and other stakeholders.
  • In collaboration with partners, plan an effective and mutually beneficial capacity building project, with the aim of developing and sharing knowledge, skills and attitudes in line with best practices in ICLA.
  • Participate in the regular meetings at the field level for common feedback of ICLA activities to ensure information is shared across all actors.
  • Regular meetings with representatives of the IDP community to inform and clarify NRC ICLA activities and establish a relation of trust and transparency at the field level.
  • Supervise project assistants and identify training needs.

Qualifications

  • Bachelors degree in Political Science, Social Sciences
  • Experience from working with rights-based projects (ICLA) – particularly HLP, LCD, and CDR
  • Experience in humanitarian/recovery contexts
  • Experience from working in complex and volatile contexts
  • Ability to understand and work in areas of conflict between communities
  • Demonstrable results relating to position’s responsibilities
  • Knowledge about own skills/profile
  • Fluency in written and spoken English

Education field

  • Political science

Education level

  • College / University, Bachelor's degree

Personal qualities

  • Knowledge of the political and security situation in Mandera
  • Knowledge and ability to fluently speak Somali language
  • Experience working in remote hardship areas.

  • Duration of Contract: 1 year contract with possible extension
  • Salary/Benefits: According to NRC's general directions. The candidate will observe NRC's code of conduct and working hours for the NRC office in Mandera.
