RTI International is seeking qualified Institutional Development Specialists for an anticipated U.S. Agency for International Development (USAID) funded governance program in Kenya focused on devolving fiscal and political power and functions from the central government to the county governments. Objectives include establishing and strengthening the capacity of devolved government structures, county assemblies and working with citizens and civil society to hold devolved structures and elected officials accountable. This position is contingent upon funding and award.
Job Responsibilities:
The Institutional Development Specialist will have responsibility for the design, development and implementation of training, mentoring, and education activities that improve the skills and competencies of county officials and that strengthen the coordination and functional capacity of new governing institutions in Kenya. Responsibilities include:
- Review and assess the responsibilities, organizational setup, and internal administrative, management, and reporting processes for targeted institutions
- Develop and help implement a plan for institutional strengthening relative to organizational structure, operations, systems, program resources, and resource management (including financial, technological, human, and physical resources), internal audit, and accountability mechanisms
- Develop and introduce systems to facilitate inter and intra governmental coordination
- Develop and introduce a performance based incentive scheme in human resources management
- Assist County Assemblies and Committee Members in defining human resources issues such as pay scales, designations, and service conditions, if any
- Serve as a resource person for project staff, subcontractors, consultants, and other project stakeholders working in assigned counties
Qualifications:
- Bachelor's degree (Master’s degree preferred) in Organizational Development, Business, Management, or relevant field.
- At least 10 years’ experience designing and implementing institutional/organizational development initiatives in environments comparable to Kenya
- Mastery of the Devolution process in Kenya and supporting legislation and guidelines
- At least 6 years’ experience in the capacity development of local institutions using state of the art practice, and ability to demonstrate the sustainability of those institutions as a result of capacity development efforts
- Proven ability to conduct training needs assessments and apply other methods to assess organizational/institutional development needs
- Experience as key project liaison with USAID and multiple partner institutions at the regional and national levels
- Fluency in English
