The Independent Medico-legal Unit (IMLU) is governance and human rights NGO that seeks to promote human rights by advocating for legal and policy reforms, monitoring government adherence to human rights, rehabilitating victims of torture, forensic investigation and documentation of torture cases for legal redress, and capacity building of key stake-holders. JOB DESCRIPTION Programme Officer -Access to Justice Job Title: Programme Officer- Access to Justice Location: Nairobi Department: Access to Justice Programme Job Title of Immediate Supervisor: Programmes Manager Job Titles of Persons Supervised 2 Program Assistants, law students on attachment,, consultants
Job Summary – The Overall Purpose of the Job Overall leadership of the Access to Justice Programme Key Accountabilities A. Redress for Victims and Families  Co-ordination of all legal services by external lawyers within IMLU’s network  Review and analysis of client files presented by APO to confirm they warrant litigation  Advice the ED on client files warranting litigation for her/his approval  Prepare contracts for pro bono lawyers for ED approval  Timely and Effective follow with pro bono lawyers to ensure quality support to client litigation cases  Identifying cash bail needs and recommending to ED for approval  Holding brief in selected client cases of strategic interest to IMLU B. Policy, Legislative and Institutional Reform Advocacy  Analysis of draft legislation and making proposals and advancing IMLU position  Initiating legislative proposals  Legal support to advocacy campaigns C. Treaty Reporting Mechanisms  Keeping up to date schedule of reporting timelines  Developing reports for submission to treaty bodies  Representing IMLU at treaty body formal sessions and CSOs platforms  Strengthening IMLU staff and networks understanding of treaty body mechanisms D. Program Management  Writing proposals for fundraising  Developing and implementation of program work plans  Overall in charge of internal and external reports on access to justice programme 2  Monitoring and evaluation of programme interventions  Quality control of all access to justice interventions E. Line Management  Line management of assistant programme officers, including developing annual performance targets, performance appraisal discussions, mentorship and supporting staff capacity development plans F. Stakeholder Relations  Strengthen IMLU;s network of pro bono lawyers including capacity building and expansion and continuous renewal of the network  Representing IMLU at key stakeholders forums and ensuring IMLU interests are safeguarded (CUC, KMJA, LSK, UPR, etc)  Manage and strengthen IMLU’s relationship with key stakeholders including building their capacity (CUC, paralegals, etc)  Development of relevant capacity building and resource materials as appropriate Any other duties assigned by your supervisor or Executive Director Employee Specifications – Minimum and Desirable Qualification, Experience and other Attributes for the Successful Performance of the Job
Desirable Qualifications LL.B Degree, Advocate of the High Court of Kenya Advanced Degree in International Human Rights Law Experience At least five years experience in a similar position in a human rights NGO
Other attributes Good legal, training/facilitation and policy development/analysis skills; a good working knowledge of regional and international human rights mechanisms, ability to organize work and prioritize tasks, commitment, training and excellent communication skills.
Responsibility and Accountability Nature and amount of supervision received Minimal, works independently. Consults with the Executive Director , Programmes manager and other officers regularly. Has a high amount of discretion. Access to and custody of important and confidential information Has access to client files and legal documents and security information of the organization Responsibility over assets Operational responsibility over assets in his or her possession. Responsibility over people Overall responsibility over staff in or dealing with the Access to Justice Program including Program Assistant, Interns, law students, legal consultants, network lawyers, facilitators & trainers. Nature and level of decision making and accountability Makes important operational decisions on programme matters. Is accountable for decisions made.
Work conditions Shared office, personal computer, long working hours, field work. Performance standards Accuracy, confidentiality, teamwork.
