Competition Authority of Kenya Jobs Re-Advertisement

  • Re-Advertisement:The Competition Authority of Kenya (the Authority) is a statutory Agency established under the Competition Act No.12 of 2010.
    The Authority’s mandate is to promote and safeguard competition and also protect consumers from unfair and misleading market conduct.
    The Authority wishes to invite qualified and experienced applicants to fill the following vacant positions:
    1. Internal Auditor
    The successful candidate will be reporting to the Manager, Internal Audit
    Purpose of the Job (Job Summary)
    The position is responsible for the implementation of the annual risk based audit plans as approved by the Board Audit Committee through execution of operational, compliance, systems, performance and value for money audit.
    Principal Responsibilities
    a) Implementation of Internal Controls
  • Plan and conduct risk based internal audits including operational, compliance, system and value for money audits in line with Authority’s Annual Audit Plan as approved by the Board Audit Committee.
  • Conduct discussions with Senior Management on key audit issues and recommendations through exit meetings at the end of the audit assignments.
  • Participate in the annual audit risk profiling and updating of the Authority’s risk register.
  • Follow up on implementation of audit recommendations and prepare statistics on the number of audit issues outstanding, resolved and prepare summary of action taken or to be taken to resolve unresolved issues.
  • Perform other adhoc audit assignments relating to governance, risk management and control as appropriate to the Authority.
  • Participate in the Corruption Prevention Committee of the Authority as directed by the Manager, Internal Audit.
  • Provide support to the External Auditors – both statutory by KENAO or other auditors, covering Financial and System Audits.
  • Carry out audit reviews of the strategic plan to ensure its implementation in line within set timelines.b) Internal Audit Management
  • Prepare draft annual audit plan and budget for review by Manager, Internal Audit.
  • Create and develop audit programs, checklists to facilitate execution of audit assignments assigned.
  • Document audit work by preparing audit working papers and the audit file.
  • Prepare draft audit reports at completion of each audit assignment for review by the Manager, Internal Audit.
  • Facilitate Internal Controls /Risk Assessment workshops and issue targeted control sensitization communication aimed at improving internal control awareness in order to embed a control culture in the Authority as assigned by the Manager, Internal Audit.
  • Participate in preparation of the Board Papers for the Board Audit CommitteeRequired Qualifications
    Education and knowledge
  • Bachelors degree in Finance and Accounting or Business related field;Full professional qualification:
  • Certified Public Accountant (CPAK) and/or Certified Internal Auditor (CIA),
  • Certified Information Systems Auditor (CISA) and/or Certified Fraud Examiner (CFE) as an added advantage;
  • Proficiency in ICTExperience
  • At least 5 years Internal Audit experience gained from reputable organizations; and
  • Diverse experience in in managing internal controlsSkills and Competences
  • Ability to communicate both inside and outside the organization

  • Ability to work under pressure, prioritize and multi task2. Manager, Enforcement and Compliance
    Consumer Protection Department
    One Post
    The successful candidate will be reporting to Director - Competition and Consumer Protection
    Principles Duties
    a) Cartels and Exemptions Investigations
  • Oversee investigation into restrictive trade practices (agreements / concerted practices and abuse of dominance)
  • Oversee performance management in the department
  • Follow up on the implementation of decision made in liaison with the legal department
  • Prepare and submit all monthly, quarterly and annual reports for the department
  • Oversee evaluation of applications for exemptions
  • Lead the implementation of the strategic plan as appropriate
  • Supervise the seconded police/CID officers
  • Ensure maintenance of the customer compliments, complaints and enquiries registerb) Policy Development and Stakeholders Management
  • Liaise with the Research Policy and Advocacy Division in carrying out economic analysis of RTPs and conducting specific market inquiries;
  • Formulate guidelines on restrictive trade practices (agreements, abuse of dominance and exemption applications)
  • Liaise with the Legal department to develop relevant regulations and escalate them as appropriate
  • Convene RTP cases hearing conference where necessary
  • Convene settlement agreement hearing
  • Participate in Awareness creation
  • Offer advisory services to stakeholders on restrictive trade practicesc) Department Management
  • Develop work plans and budgets for the Department for approval
  • Oversee the execution of the approved departmental work plans and budgets
  • Oversee performance management in the department
  • Prepare and submit all monthly, quarterly and annual reports for the department
  • Prepare a draft board management papers for approval
  • Identify training needs for the departmental staff
  • Spearhead the recruitment of staff within the department
  • Participate in the development of the CAK strategic plan
  • Support the induction of interns and oversee the Young Professionals Programs
  • Identify procurement needs of the department
  • Follow up on the implementation of agreed audit recommendation
  • Spearhead risk assessment of the department
  • Mentor and coach departmental staff
  • Oversee the development, documentation and implementation of procedures and processes in compliance with ISO 9001:2008Required Qualifications
    i) Education and knowledge
  • Masters degree in Law /Economics/Business
  • Bachelors degree in Law /Economics/Business
  • Specialist knowledge in competition policy/law; and
  • Proficiency in ICTii) Experience
  • At least 12 years’ experience in enforcement, competition policy and law gained from reputable organizations, with at least three (3) years in a management position;
  • Diverse experience in conducting investigations; and
  • Experience in managing and leading diverse teams of professionals
  • Experience in litigation is an added advantageiii) Skills and Competences

  • Ability to interpret long term plans, programs and budgets developed senior management level;
  • Interpersonal and leadership skills;

    Consumer Protection Department
    1 Position
    Principal Responsibilities
    a) Policy Development and Consumer Protection
  • Oversee investigation of consumer complaints which involves review of reports and making recommendations to the Director
  • Develop and oversee implementation of policies and procedures to enable the
  • Department function effectively.
  • Oversee the development of consumer protection guidelines and make recommendations to the Director for approval
  • Follow up on and ensure compliance with decisions made by the department in liaison with the Legal department
  • Develop product information and safety standards
  • Issue warning notices to consumers in regards to unsafe goods
  • Consult with the Kenya Bureau of Standard in all matters involving definition, specifications and grading of goods by quality
  • Ensure maintenance of the customer compliments, complaints and enquiries register
  • Conduct consumer awareness surveys and develop a framework to monitor compliance and impact
  • Spearhead the development and maintenance of the Authority’s Call Centreb) Stakeholders Management
  • Carry out consumer awareness in liaison with the Communication Unit and other stakeholders
  • Spearhead advocacy initiatives for policy change in liaison with Policy Research and Advocacy Division
  • Promote for the creation, strengthening and recognition of consumer bodies
  • Offer advisory services to stakeholders on consumer affairs
  • Liaise with the Legal department in development and implementation of cooperation frameworks
  • Liaise with the Policy Research and Advocacy division to conduct market enquiries
  • Liaise with the Legal department to develop relevant regulations and escalate them as appropriatec) Department Management
