Consultancy: Facilitation Services

1. Background

Diakonia[1] is an international development organization founded in Sweden by independent churches. The organization currently works in almost 34 countries in Africa, Latin America, Middle East and Asia by supporting local partners. Diakonia’s vision is a world where all people live in dignified circumstances in a just and sustainable world free from poverty. Our mission is to change unfair political, economical, social and cultural structures that hinder women and men from living their lives in dignified circumstances.
Diakonia focuses on 5 thematic areas namely Human Rights, Democracy, Peace and Reconciliation, Gender Equality and Social & Economic Justice with HIV and AIDS, Gender and Environment as mainstreamed themes.
The Somalia Country Programme started in 1994, working with the civil society and the local authorities, largely in Puntland and Central South Somalia, in the areas of education, democracy and human rights. The mainstay of the Somalia Country Programme funding comes from the SIDA, with other funding coming from the European Union and UN Agencies.
The country programme is in the process of setting up operations in the Jubbaland State of Somalia and thereby requires the services of a consultant to provide facilitation services that will aid the setup of office and operations.

2. Purpose

The main objective of the assignment is to provide facilitation services for Diakonia in the process of setting up the office and operations in Jubbaland.

3. Scope of work

The following provides an indicative outline of the scope of work for the assignment;
Administrative Support:
  1. Identify a temporary office space in Kismayo and negotiate the terms of engagement;
  2. Ensure up to date registration of Diakonia in Jubbaland;
  3. Ensure proper functioning of front Office Operations including written correspondence;
  4. Ensure operation of Procurement system according to policy guidelines;
  5. Ensure proper function of logistical operations including travel & events organization;
  6. Ensure safety, custody and maintenance of Office, Computer & Accessories, Furniture and equipment;
  7. Ensure proper function of archive and documentation system;
  8. Ensure maintenance of up to date register of assets;
  9. Ensure proper functioning of Information and Communication Technology.
Programmatic Support:
  1. Provide partners, the government of Jubbaland and other actors with information on the program results and perspectives (methods and financial aspects)
  2. Encourage and keep contact and mutual enrichment between technical and financial partners.
  3. Work towards projects/program elaboration according to project document
  4. Elaborate and follow up partners’ contracts;
  5. Conduct visits to projects done by partners (follow-up and evaluation);
  6. Produce regular reports on the implementation of activities or detailed reports upon the demand of the office, regional office or stake holder’s demand;
  7. Identify and analyze developmental needs of the partners

4. Methodology

The consultant is expected to utilise their analytical, networking, programmatic and administrative skills and experience to achieve the desired facilitation.

5. Assignment Time Schedule

The assignment will begin ideally, on 1st November 2014 and will carry through to 31st December 2014. Detailed time schedules will be discussed and prepared at onset of the assignment.

6. Requirements & Qualifications

The consultant should have the following requisite qualifications;
  • A minimum 3 years experience in a busy multicultural Non Government Organisation is necessary;
  • Experience of programme/project implementation;
  • Experience of technical support to local NGOs;
  • Ability to plan, conduct and review trainings, workshops, seminars;
  • Good interpersonal skills to be able to relate to people of diverse backgrounds;
  • Attention to details to be able to scrutinize documents before decision making;
  • Analysis and report writing skills;
  • Coordination skills;
  • Networking skills;
  • Planning and organising ability to be able to accomplish tasks, file and retrieve information;
  • Basic financial skills; and budgetary skills;
  • The job demands the ability to plan, organise, analyse and prepare reports and statements. Ability to negotiate, communicate accurately and meet strict deadlines is also critical;
  • The jobs demand the ability to communicate with and support partner organisations in various programme issues.
