****OVERVIEW OF THE POSITION****
Our Client is seeking the services of a qualified Quality Assurance Technical Experts in the fishery sector to undertake consultancy work for a period of two months with a possibility of extension within the framework of the project activities.
****GENERAL FUNCTIONS****
Working under the guidance of the Fisheries Project Manager, and in collaboration with relevant project partners, Havoyoco the Technical expert will support the following:
- Facilitate and assist the Comprehensive capacity assessment of the Ministry of Fisheries& Marine Resources
- Ensuring implementation of Good Manufacturing Practices, HACCP plan Implementation& management, certification of fish products for export.
- Training on food safety systems.
- Review and support the development of licensing system.
- Development of SOP for fish inspection and Quality Assurance in the fish processing
- Supporting the development and implementation of new/revised Food Safety and Quality Standards.
- Developing guidelines for routine inspection and auditing of Industrial Fish processing and On-the-job training of ministry officials on fish inspection
- Establishment of Compliance standards for hygiene, Quality & Safety standards
- Ensuring early adoption of the new food safety international standards
- Supporting Strategic consultation with all stakeholders on setting and implementation of food safety & Quality Standards.
- Support development of curriculum on fisheries in partnership with ministries and academic institutions
- Identify potential areas of research and development in the fisheries sector.
- Throughout the consultancy period mentor and train the National technical experts based in the ministries on the above tasks and outputs
****Monitoring and Progress controls****
- The Technical Experts will prepare a work plan by the first week and progress updates shall be submitted twice a month outlining how the work performed meets the standards set by the Fishery Project Manager. The Evaluation of the contract will be made against the benchmarks and deliverables set for the assignment of the Officer at the end of the contract duration.
****Final product/Deliverables****
First draft “Standard operating procedures and guidelines (SOP) on Fish Quality Control completed
Protocols on Good manufacturing practices based on Hazard analysis and critical control points (HACCP) for implementation, management, certification of fish products for export Draft completed.
Develop guidelines for routine inspection and auditing of Industrial Fish processing and On-the-job training of ministry officials on fish inspection.
Conduct essential trainings for technical experts based in the ministries on the above tasks, and outputs completed i.e. Training manuals
Draft curriculum on fisheries in partnership with ministries and academic institutions.
Develop an appropriate licensing system for the Ministry of Fisheries completed by end of January 2015 No. of Days

****Review/approval time****
- The Consultant will prepare a work plan by the first week and provide progress updates submitted twice a month on whether work performed meets the standards set by the Fisheries Project. It is assumed that the mission shall be conducted in two parts; Firstly, the elaboration of both the Standard operating procedures, and initial protocols on HACCP as well development of fish handling guidelines Secondly, the conduct of training for Ministry staff on fish inspection guidelines and protocols and drafting/developing curricula for academic institutions. The Consultant contract is extendable subject to satisfactory performance in this assignment as well for continued technical support in the fishery project.
****ESSENTIAL EXPERIENCE****
****Education****
- A Master’s degree in food science and technology / bio-chemistry/veterinary / animal production with specialization of testing fish and fishery products, proved by valid certification. Working knowledge of the international standards in food industries preferably in Fisheries industry.
****Work Experience****
- Expert with minimum 5 years’ experience in food safety control systems design & implementation of HACCP plans and management/development of food Quality control systems
- Experience in design of food hygiene control/safety systems
- Experience in auditing of fish processing establishments desirable
