CARE is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is looking for suitable candidate to fill the position of Nutrition & Food Security Advisorto be based inGarowewith frequent travel to project areas.
- JOB SUMMARY
The Nutrition and Food Security Advisor will lead and direct CARE’s Nutrition and Food Security Response in Somalia and ensure that Food Security and Nutrition are appropriately integrated within the Emergency Programs, both at the project design and M&E levels. Emergency Programs are currently implemented in South Somalia (mainly Banadir and Lower Juba regions), Puntland and partly in Somaliland. CARE’s nutrition interventions are implemented in Qardho (Puntland) and in Afmadow district (Lower Juba).
2.Key Duties and Responsibilities
1.Assessment
· Regularly plan and conduct assessments of nutrition needs, gaps and capacities in program locations .This will include design of appropriate questionnaires, data analysis and reporting.
· Actively participate in the conduct of CARE’s quarterly multi-sectoral assessments.
· Provide regular Nutrition and Food Security trend analysis reports to assess programs impacts as well as support design of future programs.
2. Programme Design
· Lead in the design of appropriate and relevant Nutrition and Food Security interventions .This should be based on up to date data and information generated from program internal and external assessments.
· Ensure key standards and guidelines related to Nutrition and Food Security in Somalia are adequately applied in the design of programs .These standards will include to SPHERES, EMMA, etc.
· Ensure Nutrition and Food Security programs clearly interlink with other CARE programs (WASH) and Protection as much as possible.
3. Program Implementation
· Support the development and implementation of a clear action plan for the nutrition and food security response in all project locations.
· Work closely with Area Manager in the timely procurement of Nutrition and Food Security supplies.
· Ensure partner proposals and sub agreements capture the required program indicators, results and activities before implementation commence.
· Work closely with Area Managers to conduct regular program status/review meetings to assess level of implementation, challenges and gaps.
· Integrate M&E systems to support beneficiary accountability, donor reporting and CARE’s Emergency protocols, performance metrics and organisational learning.
4. Reporting and monitoring
· Regularly prepare internal and external programme reports (monthly, special reports ,quarterly, as needed), and share reports with the Emergency Coordinator
· Lead in drafting of donor reports as required
· Review all monthly reports generated by partners and provide technical input and advice.
· Establish a database and use monitoring data to promptly inform and adjust programme implementation as needed to better serve the target beneficiaries.
· Design and develop appropriate surveillance, monitoring and evaluation systems for Nutrition and Food Security interventions.
· Ensure all monitoring and accountability documents are regularly updated and submitted by CARE and partner staff.
· Ensure adequate financial resources are allocated to Nutrition and Food Security projects during proposal development.
· Closely work with Area managers/budget holders to ensure expenditures of relevant budget lines are monitored
5. Technical support
- Provide strategic and technical advice on Nutrition and Food Security programs.
- Assist field staff in gaining technical knowledge.
- Lead the CARE Somalia Nutrition and Food Security Strategy Development.
- Represent CARE at the Food Security Strategic Advisory Group (SAG) meetings.
- Contribute to the M&E of the Emergency Programs.
- Document and share best practices related to Nutrition and Food Security.
- Lead proposal development related to Nutrition and Food Security.
- Draw up budgets for the Nutrition and Food Security projects.
- Lead in donor reporting on Nutrition and Food Security sector.
- Information sharing and Co-ordination
· Liaise closely with other nutrition partners working in region and ensure that, where possible, counterparts are included in training and capacity building.
· Provide regular nutrition updates to the Emergency Coordinator and CO ERT team on progress, priorities and constraints – verbally and in writing at an agreed time schedule.
· Represent CARE in Nutrition and Food Security Cluster coordination meetings.
7. Staff Management
· Directly supervise 2 employees. These are Nutrition and Food Security Supervisor and Nutrition Officer.
· Carry out staff performance evaluations and identify areas of strength and weaknesses.
· Recommend appropriate remedial/ support for identified areas of further improvement.L
· Lead in recruitment of Nutrition and Food Security personnel when required
8.Partner capacity building
- Build the capacity of the Ministry of Health & Nutrition staff through coaching and mentoring.
- Work closely with the M&E Advisor to ensure partners are trained on all reporting, monitoring and accountability tools.
Required Qualifications Experiences
- Post –graduate degree (or equivalent) in Nutrition and Food Security.
- At least 7-year relevant professional experience in Nutrition and Food Security at advisory level and in an emergency setting.
- Experience in developing monitoring and evaluation frameworks for Health and Nutrition Programmes.
- Demonstrate understanding of issues that affect Nutrition and Food Security in Somalia.
- Demonstrate excellence in proposal development & report writing. Have previous experience in developing Nutrition and Food Security Strategy.
- Good approach to/ experience in training and mentoring of staff and community actors.
- Familiarity with key donor relevant regulations including OFDA, ECHO etc.
- Familiarity with Sphere Standards and food security situation Analysis using the Integrated Food Security Phase Classification (IPC).
- Experience in conducting nutrition surveys and doing the data analysis.
- Ability to interpret and analyses Nutrition and Food Security Data from multiple sources.
- Working experience in Somalia and knowledge of Somali language is an advantage.
- Willingness to travel to project areas (where security permits)
