Terms of Reference for Independent Monitoring and Evaluation System

Background
COOPI-Cooperazione Internazionale is an NGO whose headquarters is in Milan, Italy. The organization was founded in 1965 in Milan, Italy. COOPI's development programs and emergency interventions are carried out in Africa, Latin America and Asia. Through the commitment, involvement, resolution and professionalism of its staff, COOPI contributes to the process of fighting against poverty and growth of the communities with which it cooperates all over the world, intervening in situations of emergency, reconstruction and development, in order to reduce the vulnerabilities of communities in depressed or developing areas. COOPI aspires to a world without poverty, able to achieve the ideals of equality and justice, sustainable development and social cohesion.
Since 1992, COOPI has implemented projects in Somalia to improve access to healthcare, education, food and financial security, and to overcome vulnerabilities to the emergency situation generated by war, civil conflict and natural disasters. Currently, COOPI operates in the three main zones of Somalia: north-western zone of Somaliland; the semi-autonomous Puntland State in the north east; and the South Central zone of Somalia. COOPIs programs in Somalia aim at saving lives and protect/improve livelihoods of the most vulnerable families. Programs are implemented in accordance to the humanitarian principles, observing do-no-harm principles and through participatory and collaborative approaches. COOPI programmes mainstream gender, environmental protection, and disaster risk reduction. COOPI seeks to link emergency response with recovery actions to promote resilience building at household and community level. Interventions are designed based on sound and coordinated situational and gaps assessments, and tailored to needs and circumstances of target groups considering sustainable solution to the problem stated by the communities. COOPI programs seek to promote accountability to target groups through transparent and participatory approaches, and triangulated monitoring. Considering volatile security situation in Somalia, COOPI adopts cautious approaches and operational guidelines to minimize staff risks.
COOPIs is currently implementing programs in 3 key sectors; Water Sanitation and Hygiene (WASH) projects designed to promote equitable and sustainable access to water and sanitation in line with the MDGs, Food Security and Livelihoods (including animal health) to increase access to food, protect and restore household and community livelihood assets and in the Health Sector through strengthening the delivery of public health services, contributing to reduction of the TB burden and increasing access to quality HIV treatment, care and support.
COOPI has established Area Offices in Dolow, Baidoa, Mogadishu with sub-area offices in Luuq, Garbaharey and Dhusamareb. Despite COOPI being active in these areas, parts of its operational areas are considered inaccessible or have intermittent accessibility to COOPI senior staff. This restricts or limits the ability of COOPI senior staff to monitor COOPI activities in these areas.
To improve the accountability of the program a third party monitoring will be contracted through a framework agreement to monitor the project progress and also to confirm that the project implementation is in line with program and COOPI accountability strategy in relation to information sharing, feedback & complaint mechanism and community participation.
COOPI has a fully-fledged internal monitoring and complaint system for emergency operation in Somalia through a network of district M&E officer reporting to Area Coordinator and Program Coordinator. COOPI intends to reinforce the system and not to replace it through an independent perspective.

Interested Consultants are requested to submit technical proposals clearly outlining the following:
 Understanding of the assignment;
 Proposed approach and methodology;
 Qualification and skills;
 General professional experience;
 Experience on similar assignment;
Consultants must include in their submission, copies of their CVs, testimonials and possibly evidence of similar work undertaken by presenting report(s).
Financial proposals shall be quoted in USD. The Consultant's financial offer shall be valid for 90 days from the date of submission.
