Centre for Education and Development (CED), Somalia is a growing non-governmental humanitarian and development organization working in Somalia with a good track record in its humanitarian and development work. CED responds to emergency and development needs in Somalia and assists Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.

Program Officer – Full time
Location: Mogadishu, Somalia
Purpose of the function
The Program Officer will be responsible for managing all aspects of CED’s program including the analyses of the problems faced by the community, the design, development and implementation of effective program interventions, monitoring/evaluation and the management and development of staff and resources under the program.
Key responsibilities:
- Ensure effective coordination and management of CED Programs
- Developing strategy and operational plans
- Providing continuous assessment of the situation and advising on appropriate CED interventions.
- Designing and preparing concept notes, proposals for program interventions and seek and identify sources of funding for new programs.
- Managing all aspects of the program, including technical support and supervision, and development of effective monitoring, evaluation and reporting systems, as well as discussing relevant developments and priorities within programmes
- Ensure programs are managed in line with program proposals, approved budgets and timelines.
- Manage and provide technical advice, direction and support to program staff
- Preparing regular daily updates, weekly reports, monthly reports and updates and yearly organizational reports on program activities and the general situation for CED programs to donors as agreed.
- Ensure the production of good quality, accurate, timely proposals and reports both for donors and internal use.
- To ensure that narrative and financial reporting and other donor requirements (such as audits) are met in line with donor agreements and CED policies and routing procedures;
- To prepare stories or input for any other written materials for external communication on the programme(s);
- To maintain sound relationships with donors at operational level
- To collect and present information in order to meet the donor requirements on reports, for the CED management and planning cycle and for any other demand for information
- Encourage innovations and ensure that lessons learned are documented and shared and encourage application of such learning where appropriate.
- Closely monitoring the security situation in the program area.
- Maintaining strong links with community leaders, NGOs, etc.
- Provide coordination and support to CED emergency response preparedness and interventions.
- Assist CED Program Manager in all matters related to the day to day managements of the organizations program design, implementation, monitoring and evaluation.
- Providing regular feedback to CED Program Manager, Program Coordinator and Executive Director.

· With the communications department on internal/external communication materials.
External:
· With key stakeholders and relevant (international) organizations, to keep informed of current development and programme progress.
· With external donors and consultants with regard to programme implementation and reporting.
Required Qualifications:
- Graduate degree in development studies, social science or related discipline.
- At least 5 years experience of which 3 years in managing emergency and development responses with International NGOs.
- Community development experience
- A proven track record in proposal development
- Experience in staff management
- Experience in managing large emergency operations.
- Knowledge and experience in a range of participatory and gender sensitive approaches.
- Experience in use of Microsoft access database, Excel sheets as well as other analyses software.
- Good data management.
- Proven record of leadership and management of relief and development programs.
- Sound knowledge and commitment to participatory approaches to working with communities.
