Job Title: Senior Disaster Risk Management OfficerLocation: IFRC / East Africa Regional Office, Based in Nairobi
Immediate Supervisor’s Title: Regional Disaster Risk Management Coordinator
Organizational Context:
The Eastern Africa Region is characterized by the complexity of slow and rapid onset emergencies, with some of the worst humanitarian statistics in the world.
The National Societies in the region have been engaged in humanitarian operations responding to various types of disasters while also undertaking initiatives to reduce immediate and long term risks, build community resilience and addressing underlying causes.
The National Societies of the region are also at various levels of capacities and face different challenges, which require IFRC’s support in program, organizational development, humanitarian diplomacy, and reporting and resource mobilization.
The region has been a focus for humanitarian actors, and the IFRC is actively engaged in coordination and advocacy to influence humanitarian and development agendas.
Job Purpose:
The Senior Disaster Risk Management Officer will assist the Regional Disaster Management Coordinator in significantly improving the level of preparedness of National Societies of the region to small, medium-size and large-scale disaster be they natural, man-made or complex emergencies.
The Regional Risk Management Unit is the main point of contact for participating National Societies and external partners on all issues related to capacity building in Disaster Preparedness.
The main objectives will be:
1. To work with the Regional Disaster Risk Management Coordinator in the implementation of Disaster Preparedness, Disaster Risk Reduction and Resilience activities in the region in line with the Federation Global Agenda, Hyogo framework for action and Global alliances in risk reduction;
2. To support national societies in improving the effectiveness and efficiency of their disaster preparedness programs, by analysing and addressing immediate and long term risks, identifying funding mechanisms for preparedness activities, developing efficient community led EWEA mechanisms, working in close collaboration with the department of meteorology, committing to integrated contingency planning process, adapting a resilience strengthening approach in all programs.
3. To build the capacity of the national societies in being better prepared for emergency responses, through more effective surge capacity (using the BDRT/NDRT/RDRT system), stock pre-positioning, better vulnerability and capacity assessments and enhancing knowledge of Sphere standards
To achieve this the Senior Disaster Risk Management Officer will:
Adopt and work according to the Disaster Management Framework for East Africa and Indian Ocean Islands, as well as the Regional DM Standards Operating Procedures,
Work in close collaboration with all technical units (Operations, WASH, FS, Health, Beneficiaries Communication, Humanitarian Diplomacy, Resources Mobilization), with the regional support team, with PIROI and the RC/RC Climate Centre
Encourage and participate in building an integrated approach where risk management is embedded in the work of all sectors, within the regional team but also within the National Societies and the PNSs,
Adapt a learning and sharing approach, putting efforts in enhancing our learning process and encouraging peer to peer learning among NSs and PNSs,
Work in accordance with the National Strategic Planning of the National Societies
Support the integration of DRR and CCA approaches, beneficiary accountability and gender equity in all programming
The Senior Disaster Risk Management Officer will be expected to travel to the various countries in the region in order to provide this technical support and encouragement.Job Duties and Responsibilities
To assist the Regional Disaster Risk Management Coordinator in the implementation of the following activities:
Support Disaster Management Capacity Assessment of National Societies and implementation of plans of action to develop their capacity in terms of disaster preparedness and response
Support National Societies in following an integrated and comprehensive Contingency Planning process including risk assessment, planning for preparedness and response, review and updates of the plan, simulation exercises etc.
Ensure technical support to National Societies in the development and implementation of community preparedness projects for the most vulnerable communities
Build the capacity of the Nationals Societies in EWEA mechanisms (especially community led), use for weather forecast (including forecast based planning), Resilience and DRR approaches, building and managing surge capacity etc.
Development of strategic documents, technical guidance and training curriculum for the region (ex: disaster management framework and SOPs, community resilience framework, EWEA trainings etc.)
Organization of sharing and learning events at regional or national levels, including exchange visits between National Societies
Represent the DRM Unit in external events when required.

Education
Relevant University degree
Further Qualification in a related fieldExperience
5 years of experience of working for a humanitarian aid organisation in disaster risk management, disaster preparedness, resilience building.
5 years of experience of analysing, planning, and managing development programmes and resources
3 years experience of coaching or supporting staff
Experience of planning and managing finance and budgets
Extensive experience in training, organizing and facilitating workshops
Experience of working for the Red Cross/Red Crescent Movement is preferredKnowledge and Skills
Self-supporting in computers (Windows, spreadsheets, word-processing)
Strong skills in general administration, oral and written communication
Skills in Monitoring and evaluation, Languages
Fluently spoken and written English.
Other languages: Knowledge of French is an asset.Competencies
