Monitoring Advisor, Malaria and Child Survival - Kenya

PSI seeks an advisor focused on routine project monitoring within its Integrated Case Management (ICM) of malaria, pneumonia & diarrhea, water, sanitation and hygiene (WASH), malaria prevention, neonatal health, and under-nutrition programs. The Monitoring Advisor reports to the Deputy Director of EFI with dotted line to support from the Director of Malaria and Child Survival. The position is based in Nairobi, Kenya with approximately 30% travel.
RESPONSIBILITIES:
  • Ensure the application of global best practices in the generation and use of routine data for ICM of malaria, pneumonia & diarrhea, water, sanitation and hygiene (WASH), malaria prevention, neonatal health, and under-nutrition by:
  • Developing routine monitoring guidance documents and tools for new and existing programs taking into account PSI’s framework for routine monitoring. This includes the development of logical frameworks, M&E Plans, data analysis and quality assurance guidelines
  • Supporting proposal design by ensuring routine monitoring needs are appropriately represented
  • Working directly with country offices to support the development of robust end-to-end routine monitoring systems,
  • Work with PSI network members and other stakeholders including the Health Area Departments to analyze routine monitoring data to provide evidence to develop PSI programs and ensure continuous improvement, with a particular focus on the use of programmatic dashboards for decision making
  • Collaborate with international, regional and national-level institutions, working groups, and experts on routine monitoring related issues to ensure that PSI is using the latest technical developments and best practices,
  • Disseminate best practices throughout PSI using various capacity building and communication channels (e.g. trainings, toolkits, teleconferences).
  • Provide support to Program Analytics to ensure routine data collection and reporting for clinical service delivery within the malaria and child survival portfolio. Support design of the systems’ monthly data reports to inform programmatic decision-making.
  • Work closely with the Health Area teams, Program Analytics and MIS teams to build capacity of staff at all levels (country/regional/head quarters) to effectively access, analyze and utilize data for program improvement.
  • Contribute to the performance monitoring evidence base by authoring articles and publishing in peer-reviewed journals; providing support to country-level teams for publications; presenting at conferences and meetings; and documenting lessons learned for internal and external stakeholders.
QUALIFICATIONS AND EXPERIENCE:
  • PhD (with 3+ years of experience) or a Masters degree (with 5+ years of experience) in public health, behavioral sciences, epidemiology, tropical medicine, population studies, or a related field.
  • 3-5 years of professional experience in monitoring and evaluation (preferably on malaria and child survival programs)
  • Proven experience designing M&E frameworks, including: routine data collection, data quality assurance, and data use (preferably for public health interventions)
  • Knowledge of DHIS2 desirable
  • Demonstrated ability to work independently, highly organized, comfortable working on multiple simultaneous projects,
  • Excellent written, verbal and inter-personal communication skills.
  • Proficiency in French is desirable
