OVERVIEW OF THE POSITION
Somalia has been suffering from a long running civil war and natural disasters since 1991. In the first quarter of 2015, about 730,000 Somalis are unable to meet their daily most basic food needs. Over 1.1 million Somalis, the majority women and children, remain displaced and live in sub-standard conditions in overcrowded settlements; those living in urban areas are among the most vulnerable and make up 76 per cent of those unable to feed their families without assistance. An additional 2.3 million people, some in crisis or emergency situation are at risk of sliding into the same situation, bringing the number of Somalis in need of assistance in 2015 to about 3 million.
The malnutrition situation remains alarming. There are about 203,000 acutely malnourished children who require emergency nutrition supplement, access to clean water, sanitation infrastructure and better hygiene. About 38,000 children are severely malnourished and rely on life-saving medical treatment and therapeutic food for their survival. The nutrition situation continues to be disturbing among the displaced people, particularly in Baidoa, Bossaso, Doolow, Gaalkacyo, and Garowe while about 10,000 suspected measles cases were reported in 2014, a three-fold increase from 2013 levels.
The Ministry of Interior and Federalism in the Federal Government of Somalia remains the focal point on humanitarian issues and it is the line ministry which liaises with UNOCHA. The Humanitarian Liaison Officer reports to the Director of Humanitarian Affairs in the ministry and (s) he is the link between FGS and the humanitarian community through UNOCHA.
GENERAL FUNCTIONS
Objective of the Assignment:
Under the overall guidance of the Humanitarian Coordinator and direct supervision of UNOCHA Head of Office, the Consultant will play a key role in ensuring liaison between the Ministry of Interior and Federalism, any other relevant FGS ministries and the humanitarian community are met. This is expected to occur whilst contributing to the following:
Scope of work/expected output
Develop and implement proper strategies which will be suitable with local contexts:
· Assist with the development and implementations of strategies aimed at building the capacity of local authorities and communities to better respond to humanitarian crisis.
· Assist in the development of strategies to improve the application of humanitarian principles and develop ground rules for humanitarian interventions.
Develop and maintain coordination and cooperation mechanism among stakeholders
· Support the coordination of humanitarian interventions through developing routine information and idea exchange with local and international aid actors, and participating in and facilitating joint field assessments, evaluations and routine monitoring mechanisms
· Support, in collaboration with humanitarian agencies, NGOs and other local partners, the review and monitoring of the 2015 Humanitarian Response Plan in the relevant area of operation.
· Seek ways to improve the participation of local actors in the relevant area of operation, including authorities, beneficiaries, and civil society, in the planning and implementation of aid activities.

Final Product/Deliverables
· Play a role in supporting the Humanitarian Coordinator in liaising with local authorities at various levels and in all Somali ministries
· Support Humanitarian Coordinator and OCHA office as required in liaising with governmental and authorities in establishing and strengthening relationships between officials and OCHA as necessary.
· Improve working relationships, ensuring appropriate and timely communications are disseminated to government and civil society counterparts.

ESSENTIAL EXPERIENCE
Education
· Master’s Degree or equivalent in with a minimum 5 years of experience.
· A first level university degree combined with 7 years of experience in a relevant or a related field may be accepted in lieu of the advanced university degree.
Work Experience
· At least 2 years of relevant professional experience, preferably in complex emergency and inter-agency contexts, dealing with relief and transitional issues.
· Knowledge/working experience with UNOCHA is desirable.
· Basic knowledge of social science, development, humanitarian relief issues, law or journalism is desirable.
· Computer proficiency – including working knowledge of e-mail and MS Office products (word, excel, and powerpoint)

· Languages Requirements
o Fluency in English is desirable
o Knowledge of Somali and Arabic is desirable
