WASH Technical Manager

CARE Somalia’s Emergency Program is currently seeking applications from experienced professionals to fill the position of ****WASH TECHNICAL MANAGER**** who not only aligns with our values, but also want to make a difference, develop and inspire others, drive innovative ideas and deliver results. The position will be based in ****Garowe, Puntland**** with frequent travel to the field regularly for project implementation and technical support.
  1. Summary of the position
The WASH Technical Manager will be based in Garowe (Puntland/Somalia), with field travels to WASH projects in the country (Puntland, Somaliland, and Mogadishu). He/she will manage and provide technical support in both emergency as well as CARE’s long term WASH development programs, through regular assessments, program design, management, capacity building and monitoring and evaluation. The incumbent will also provide both engineering and ‘software’ support to CARE Somalia’s program.

2.Responsibilities and Tasks

Under the general guidance of the Emergency Coordinator, the WASH Technical Manager will undertake the following duties:
  1. Provide Technical support to field staff and partners
  2. Review and implement effective CountryWASH strategy for Somalia/Somaliland.
  3. Ensure the development of accurate Bill of Quantities (BOQs) and detailed technical drawings for all WASH interventions in liaison with the technical staff from relevant government authorities and implementing partners.
  4. Lead or support WASH assessments, including interpretation of early warning indicators, and support to cluster and or other inter-agency processes.
  5. Carry out day-to-day management of emergency WASH programmes, including recruitment, staff management, capacity-building, development of work plans, grant management and reporting
  6. Provide technical guidelines and advice to CARE partners
  7. WASH program management and implementation
  8. Ensure timely and high quality completion of WASH interventions planned as part of emergency program’s work plans and strategies.
  9. Develop and implement monitoring/implementation plans for program activities, both within CARE and for sub-grantees that receive funds.
  10. Manage the WASH budget for assigned projects and ensure that financial, programming and reporting are in line with CARE and donor requirements.
  11. Ensure quality WASH programs
  12. Ensure that internationally accepted and relevant standards such as the SPHERE standards, HAP, Somalia WASH guidelines, and protection principles are applied and adopted.
  13. Capacity building of staff and partners
  14. Identify training needs for the purpose of capacity building and sustainability of WASH projects.
  15. Act as resource person in workshops and training both in-service (formal) and on the job (coaching)
  16. Train key national and international staff in specific WASH management competencies.
  17. Emergency Preparedness and Response
  18. Participate in the review of the Emergency Preparedness Plan (EPP)
  19. Provide leadership and technical support role in assessing the WASH needs of disaster affected communities
  20. Develop contingency plans for emergency WASH activities.
  21. Develop emergency WASH response strategy
  22. Provide advice on stock-piling of WASH kits /materials/equipment for emergency response
  23. Proposal development:
  24. Design and seek funding support for extension of existing WASH projects as well as new projects for appropriate emergency response and other interventions based on assessed needs, including but not limited to: household and school water treatment and supply, household and community sanitation and hygiene promotion.
  25. Coordination
  26. Proactively link the country WASH activities with key program sectors such as nutrition and protection and other CARE programs
  27. Responsible for carrying out relevant advocacy, coordination and external representation activities with other NGOs, UN agencies, donors and both Somaliland and Somalia governments, including Puntland.
  28. Liaise and coordinate with the Regional WASH Advisor in Nairobi on technical activities related to WASH operations.
  29. Take the lead as the Regional WASH cluster focal point for Puntland, when needed.
  30. Work closely with protection staff to identify priority areas in WASH interventions
  31. Monitoring and evaluation
  32. Lead or support WASH assessments, including interpretation of early warning indicators, and support to cluster and or other inter-agency processes.
  33. Regularly review and monitor WASH programme implementation and take corrective action when necessary.
  34. Ensure the sustainability of projects is place for longer term operation and maintenance of all water and sanitation infrastructure, including the provision of all necessary training.
  35. Follow up on recommendation from external evaluation of WASH projects.
  36. Undertake field visits to monitor WASH programs and conduct periodic programme reviews with staff and other partners
  37. Documentation of lessons learnt in WASH programs for wider dissemination
  38. Representation
  39. Represent CARE in the WASH cluster meetings and any other WASH related meetings and events
  40. Other duties
  41. Perform any other responsibilities deemed necessary or as delegated by the Emergency Coordinator or the emergency Director to meet the level of the services in the country office
  42. Key contacts/relationships,
Key External Contacts: Local implementing partners, relevant UN agencies such UNOCHA, UNHCR and UNICEF; government ministries (mainly MOH, local government); INGOs working in the region.
  1. Levels of authority and autonomy
  2. The WASH Technical Manager will manage budgets of WASH activities, and other resources and will ensure efficient use of these resources. S/he will make operational decisions and be accountable in accordance with CARE and donor policies and regulations. Required qualifications and competencies:
  3. Advanced university degree in Civil Engineering, Water Engineering, or related course
  4. Minimum of 8 years of progressively relevant professional working experience in WASH related activities. At least 5 years of this experience should be with an international humanitarian organization, dealing with large scale emergencies.
  5. Ability to coordinate and work with local partners to achieve a common objective in the area of WASH
  6. Demonstrated clear understanding of the water and sanitation situation in Somalia.
  7. Demonstrated experience in organizing and facilitating WASH related trainings.
  8. Ability to manage complex and demanding WASH programs.
  9. Proficiency in computer software and statistical packages.
  10. Fluency in English (both written and spoken).
  11. Knowledge of the local Somalia language is an added advantage
  12. Ability to work and live under difficult conditions.
  13. Core competencies:
  14. People skills: ability to work independently and as a team player who demonstrates leadership and is able to support and train staff and counterparts and able to work with communities in a sensitive and participatory manner
  15. Communication skills: well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of CARE international Somalia on nutrition issues
  16. Integrity: working with trustworthiness and integrity and has a clear commitment to CARE core values and humanitarian principles
  17. Resilience /adaptability and flexibility: ability to operate effectively under extreme circumstances including stress, security risks and harsh operating environment
  18. Awareness and sensitivity of self and others: documents awareness and sensitivity to gender and diversity.
  19. Work style: Is well planned and organized even within a fluid working environment and has capacity for initiative and capacity and decision making with competent analytical and problem solving skills
  20. Working conditions:
  21. The WASH Technical Manager will be based in Garowe with travels to field sites when possible to monitor implementation of the project activities. Somalia has hot spots; the WASH Technical Manager will be required to comply with and operate within the framework of CARE Somalia safety and security protocols.
