OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
The five humanitarian agencies of the UN Joint Programme for Local Governance and Decentralized Service Delivery (JPLG) phase II 2013-2017, supports Local and State Governments and Federal government, as well as civil society and private sector to promote improvements in local governance quality; which will contribute to peace consolidation, development and equitable service delivery for the citizens of Somalia. JPLG II builds on the successes of the first phase (2008-2012) of the joint programme and seeks to support Somalia to expand decentralized service delivery through 1) strengthening policy and legislative frameworks; 2) developing capacity of local government and; 3) improving decentralized service delivery. JPLG II is in line with the New Deal development cooperation framework as well as the United Nations’ Integrated Strategic Framework for Somalia (2014). The joint programme also aligns its support to the Somali Compact, including the Special Arrangement for Somaliland, and has a special focus on the Somali Peace and State building Goals (PSG) 1, 4 and 5.
The Programme is currently in its 2nd phase, which intends to build on the successes achieved during the past five years, and to maintain the same focus of strengthening the local government as a means of enhancing the delivery of services to citizens, thus restoring the confidence and credibility of the state.
Objectives of the assignment
Local governance and decentralization as enshrined in the constitution and a number or federal and state laws are critical to the successful and sustained peaceful development of Somalia. It is a key aspect of stabilization and rebuilding the trust and confidence in the Federal/State as a service provider.
Our client works with selected districts in Somaliland, Puntland, and Interim South West State and South Central areas. In 2013, our client engaged with FGS on decentrailization options for Somalia and continued, with changed FGS leadership, in 2014. As the Process of State formation continues, there is a need to gain an increased, and shared, understanding of the roles and responsibilities of decentralized service delivery, of the various spheres of government.
Accordingly, in 2015, JPLG will support the Ministry of Interior and Federalism (MOIF) to draft two White Papers to address this need. The first White Paper will articulate the respective roles and responsibilities, related to dectralized service delivery, among of the MOIF, the new forming States (namely ISWA and IJA) and the emerging new district governments. The second White Paper is proposed to clarifying the roles and responsibilities between MOIF and Municipality of Mogadishu/Benadir Regioanl Authority (MOM/BRA) as it relates to decentralized service delivery.
These two papers, along with the legislation (particularly the Local Government Laws and Decentralization Policies) of Puntland and Somaliland will also be used to aid in the development of decentralization policy(s) and roadmap(s) for the new states; in concert with the finalization of other state building targets. This process is not a component of this consultancy assignment.
In this regard, our client intends to engage a Decentralization Expert to support the Government and the project to produce the White Papers as articulated above. The consultant will be responsible to produce, based on consultation with all relevant actors, the two aforementioned White Papers.
The identified topics of the two papers include, but are not necessarily limited to:
1) The roles and responsibilities, related to decentralized service delivery, of the emerging districts, new forming states (potential federal member states; namely ISWA and IJA) and the MOIF Federal Government; and
2) The roles and responsibilities related to decentralized service delivery of MOIF and BRA/MOM.
GENERAL FUNCTIONS
Scope of work
The consultancy is based in Mogadishu with travel to Baidoa and possibly elsewhere. The consultant will work under the direct supervision of the project manager and in collaboration with the project team:
The project team will:
1) Make available all relevant substantive material to the consultant, including project reports, end-products such as policies, tools and guidelines, identifying individuals for interviews. The Government Offices will:
1) Avail all necessary engagement of Senior Leadership, middle-level management and the services of national technical experts; and
2) Facilities and venues to accommodate dialogue forums.
For each of the white papers the consultant will:
1) Develop a proposed outline including a work plan for the papers –including number of days to be agreed with Government partners and the Project Manager.
2) Review the documentation made available by the project team and consult with the project team and government partners to ensure clarity on the substantive matter.
3) Conduct interviews and convene dialogue forums, as appropriate.
4) Develop draft papers and submit to Project Management and Government partners for review and comments.
5) Incorporate the comments from the Project Management and Government.
6) Develop final papers and submit to Project Management. The final papers should be submitted in both a final (locked) version as well as an editable version
Monitoring and Progress controls
The consultant will work under the overall supervision of the Project Manager. A work plan for each output will be submitted to the project manager and the details of the consultancy will be developed and agreed no later than five days after the start of the assignment. Please note the workplan can be modified at the request of the project manager in consultation with the consultant. Evaluation of the contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.
Final product/Deliverables
The final products of this consultancy will be two white papers developed (on the topics as articulated above) and approved for by client.
Review/approval time
The performance of the contractor will be reviewed based on the products submitted; timeliness and quality of the products will be considered. Payments will be processed after the receipts, review and approval of the product.
ESSENTIAL EXPERIENCE
Academic Qualifications:
· Bachelor’s Degree or College Diploma in development communications, public information, communications, journalism or graphic design preferred.
Experience:
· Minimum of 7 years of relevant technical work experience in designing, editing and producing various print media content related to governance or development communications for an extensive range of diverse audiences (such as government, wider public, donors etc.)
· Extensive experience in digital content production and management to optimize usability, optimizing content for the web and search
· Documented successful application of web-based applications, and editing and design publication software
Competencies:
· Innovative, creative and able to make new and useful ideas work
· Excellent writing, editing and analytical skills
· Ability to work independently
· Ability to work under tight deadlines and demonstrates flexibility in task assignments
· Demonstrate integrity by modeling the humanitarian’s values and ethical standards; and
· Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
Language requirements:
· Excellent command of written and spoken English.
· Excellent command of spoken Somali.
Other Information
· Applicants must submit a portfolio containing at least 5 samples of relevant media products produced in full.
· The consultant will be required to have a personal laptop computer and all relevant publication software to perform work.
